COUNTY BOARD MINUTES DECEMBER 26, & 27, 2016 The Courthouse and offices were closed-To observe Christmas Day. The Board convened on Tuesday, December 27, 2016 at 9:00 AM with all the members present: Geerts, Zoll, Carolan, Holthaus, and Andersen. The meeting was called to order by Chairman Andersen. Mail was opened and distributed. Also present were Supervisor- Elect Hackman, Treasurer Sue Breitbach, Sheriff-Elect Marty Hemann, and a member from the media. Motion by Geerts, Seconded by Carolan to approve agenda for December 26 & 27, 2016. Roll Call: All Ayes. Motion Carried. Motion by Holthaus, Seconded by Geerts to approve board minutes of December 19 & 20, 2016. Roll Call: All Ayes. Motion Carried. At 9:08 AM Supervisor-Elect Tilkes was present. The Board reviewed the Compensation Board’s recommendations for the elected officials for FY 17-18. The Compensation Board had recommended the following increases for each of the officers: Board of Supervisors: 3 percent or $824.00; Sheriff: 3 percent or $2,141.00; Auditor: 3 percent or $1,617.00; Treasurer: 3 percent or $1,616.00; Recorder: 3 percent or $1,616.00; Attorney: 2.5 percent or $2,400.00. Discussion followed. Motion by Zoll, Seconded by Carolan to reduce the Compensation Board recommendations for the Sheriff, Auditor, Treasurer, Supervisors and County Attorney by fifty percent (50%). Roll Call: Ayes: Zoll and Carolan. Nays: Geerts, Holthaus, and Andersen. Motion Failed. Discussion followed. Motion by Geerts, Seconded by Carolan to reduce the Compensation Board recommendations for the elected official salaries for FY 2017-2018 by one-third: Board of Supervisors: 2% or $550.00; Sheriff: 2 % or $1,428.00; Auditor: 2% or $1,078.00; Treasurer: 2% or $1,078.00; Recorder: 2% or $1,078.00; County Attorney: $1.67% or $1603.00. Roll Call: Ayes: Geerts, Carolan and Zoll. Nays: Holthaus and Andersen. Treasurer Sue Breitbach left at 9:20 AM. County Attorney Pat Wegman met with the Board to discuss travel expenses for investigations. Also present was Sheriff-Elect Marty Hemann and Assistant County Attorney Mark Huegel. Motion by Geerts, Seconded by Holthaus to enter into closed session at 9:30 AM as per Iowa Code section 21.5 (1) (g). Roll Call: All Ayes. Motion Carried. Supervisor-Elect Hackman, Supervisor-Elect Tilkes and a member from the media exited the meeting when the closed session was approved. Discussion followed. Motion by Geerts, Seconded by Holthaus to exit closed session at 9:56 AM. Roll Call: All Ayes. Motion Carried. Motion by Holthaus, Seconded by Zoll to approve the investigation expense request discussed in closed session on December 27, 2016 with the Chickasaw County Attorney and Sheriff-Elect. Roll Call: All Ayes. Motion Carried. Supervisor-Elect Hackman and Supervisor-Elect Tilkes present at 9:57 AM. The County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles; maintenance of gravel roads; Dec 19th-Blades out at 7-3:30 one way out at 7-12:00; Dec 20th Blades out at 7-3:30 one ways out 7-12:00-2:00; Dec 23 one ways out 8-5:00 PM (snow 4-5 inches); Dec 24th blades out at 5:00-6:00; one ways out at 5:00-8:00-9:00; Dec. 25 one ways out at 6AM-9AM (rain); Dec 20th wind row placing in fields (Stone); brushing; office work, annual road report completed and sent to DOT; design in 2017 day labor projects; update specification manuals; etc. Supervisor Zoll reported that he interviewed three applicants for the Conservation Board member position. Motion by Zoll, Seconded by Carolan to appoint Jim Allison as the Conservation Board Member for District 2 for a five term ending December 31, 2022. (January 1, 2017-December 31, 2022.) Roll Call: All Ayes. Motion Carried. Motion by Carolan, Seconded by Geerts to acknowledge the resignation Ken Rasing as Environmental Health Director effective March 31, 2017. Roll Call: All Ayes. Motion Carried. Motion by Holthaus, Seconded by Geerts to acknowledge the hiring of Staci Schutte as the Environmental Health Administrator effective February 1, 2017 at the rate of $21.00 per hour a 35 hour work week. Roll Call: Ayes: Holthaus, Geerts, Carolan, and Andersen. Nays: Zoll. Motion Carried. Motion by Geerts, Seconded by Holthaus to approve the hiring of Staci Schutte as the Land Use Administrator/Floodplain Manager effective February 1, 2017 at the rate of $21.00 per hour a 35 hour work week. Roll Call: All Ayes. Motion Carried. The Board discussed briefly the fact that Staci Schutte would perform both Environmental Health Director duties as well as Land Use Administrator/Floodplain Manager duties. Fifty percent of Staci’s time would be devoted to Environmental Health Director and fifty percent of Staci’s time would be devoted to Land Use Administrator/Floodplain Manager duties, by convention (agreement of the two Boards to which Staci reports. Staci reports to the Board of Health regarding Environmental Health matters and she reports to the Board of Supervisors regarding Land Use and Floodplain issues. The Board reviewed the employee’s written request for vacation carryover. Motion by Carolan, Seconded by Geerts to approve Marty Hermann’s written request for 52.3 hours of vacation carryover as submitted. Roll Call: All Ayes. Motion Carried. The Board allowed claims. The Board recessed at 11:00 AM for a farewell open house for Supervisors Rick Holthaus and John Andersen. The Board reconvened at 1:30 PM. Paul Greufe with PJ Greufe & Associates was not able to meet with the Board for the exempt strategy session-Iowa code Section 20; Section 17.3 Union Negotiations session. Received and filed in the Auditor’s Office Original manure management plan for Walter Site (ID” New Site) located in Section 13 of Fredericksburg Township located at 3321 280th Street, Sumner, IA 50674. Motion by Carolan, Seconded by Geerts to adjourn the meeting at 1:53 PM. Roll Call: All Ayes.
