COUNTY BOARD MINUTES JULY 24, & 26, 2017 The Board convened on Monday, July 24, 2017 at 9:00 A.M. with all members present: Zoll, Tilkes, Carolan, Geerts, and Hackman. The meeting was called to order by Chairman Zoll. Mail was opened and distributed. Also present was Assistant County Attorney Mark Huegel. Motion by Geerts, Seconded by Tilkes to approve agenda for July 24, 2017. Roll Call: All Ayes. Motion Carried. Motion by Hackman, Seconded by Carolan to approve Board Minutes for July 17, 2017. Roll Call: All Ayes. Motion Carried. Veterans Affairs Commission Chairperson David Boss met with the Board to introduce the new Veterans Affairs Director Lindsay Zenner. Motion by Hackman, Seconded by Geerts to acknowledge the hiring of Lindsay Zenner as Part-time Veterans Affairs Director at $14.50 per hour effective July 18, 2017. Roll Call: All Ayes. Motion Carried. Motion by Geerts, Seconded by Hackman to approve liquor license for outdoor services (1 day) for Poor Richards. Roll Call: All Ayes. Motion Carried. Custodian Dave Gorman met with the Board to discuss the Part-time custodian position and for the Board to accept the resignation. Motion by Carolan, Seconded by Hackman to accept the resignation of Brian Moudry as part-time custodian effective September 29, 2017. Roll Call: All Ayes. Motion Carried. The Board discussed the part-time custodian position due to the resignation of the part-time custodian. The Board discussed the starting salary and the position. The position would be for 20 hours per week. It was the consensus of the Board to start the hiring process for a part-time custodian. Dave Gorman discussed the parking by the EMA storage building located at the Heritage Residence. The EMA/911 director stores equipment in the storage building and at times it is difficult to remove and return the equipment to the building with the parking near the building. The Board also discussed the storage building and how the building will be utilized in the future. The Board will tour the building and discuss options at a later date. At this time, it was the consensus of the Board to place a barrel and a no parking sign and also contact Prairie View employees regarding parking changes. Dave Gorman also gave a departmental update. County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: work orders, repairs and driveways; closing roads, Saturday all day, blading; worked Sunday, 2 excavators, 6 maintainers, sign crew; Division 2 contract rock; edge rutting on B22; mowing gravels; durapatcher Alta Vista area; day labor, box culvert, York avenue; day labor 180th Street, box culvert, opened up; Boyd road, removed forms, dirtwork to start; Gilmore Avenue, paving August 21st; INRCOG meeting on Thursday in Waterloo; etc. Motion by Hackman, Seconded by Geerts to approve resolution to the installation of a temporary stop sign at the intersection of 260th Street and Ivanhoe Avenue. Roll Call: All Ayes. Motion Carried. RESOLUTION 07-24-17-39 WHEREAS, it has been called to the attention of the Board of Supervisors of Chickasaw County, Iowa, the necessity of erecting and maintaining stop signs at intersections. WHEREAS, the Board of Supervisors believes it to be in the best interest of the public to erect and maintain stop signs at designated intersections, NOW, THEREFORE, BE IT RESOLVED, by the Board of Supervisors of Chickasaw County, Iowa, that pursuant to statutory authority found in Sections 321.345 and 321.255 that it is hereby determined that the following designated intersections be declared stop as specified and that the County Engineer is hereby directed to erect and maintain stop signs at the following intersections during the construction phases of 2017 Iowa Department of Transportation Project BRFN-346-1(16)--39-19. Stop the local traffic from the north and south at the intersection near the NW corner of Section 10, T94N, R13W of the 5th P.M., Chickasaw County, Iowa. (Intersection of 260th St. and Ivanhoe Ave.) And that this intersection is presently uncontrolled and that traffic will increase considerably through this intersection during the above named project construction period. And that this resolution shall only be in effect during the period that Iowa Highway 346 is closed for the above listed Iowa Department of Transportation project. NOW, THEREFORE, BE IT RESOLVED: That the Board of Supervisors of Chickasaw County, Iowa, on this 24th day of July 2017, designate the above described locations stop intersections and direct the County Engineer to install the appropriate signs as described above. /ss/Tim Zoll, Chairman Chickasaw County Board of Supervisors. ATTEST: /ss/ Joan Knoll Chickasaw County Auditor Date: July 24, 2017. The Board discussed State Auditorís request for reaudit at Chickasaw County for the fiscal year ended June 30, 2016. Also present were Ray Armel, Sue Breitbach and Mark Huegel. The Board allowed claims. Treasurer Sue Breitbach met with the Board to review the suspended property tax certification list for FY 2017-2018. Motion by Geerts, Seconded by Hackman to approve the suspended property tax certification list for FY 2017-2018 as per the recommendation of the Department of Human Services and County Treasurer. Roll Call: All Ayes. Motion Carried. Received and filed in the Auditorís Office MMP Short Form for Annual Updates for Arleneís (ID#67901) in Section 34 of Utica Township located at 1272 Union Avenue, Lawler, IA 52154. Received and place on file in the Auditorís Office Utica Township Summary Statement of Receipts and Disbursements for FY 2016.2017. Motion by Hackman, Seconded by Tilkes to adjourn at 11:08 AM. Roll Call: All Ayes. Motion Carried. The Board convened on Thursday, July 26, 2017 at 2:04 P.M. with the following members present: Zoll, Tilkes, Carolan, and Hackman. Geerts via phone conference. The meeting was called to order by Chairman Zoll. Mail was opened and distributed. Also present was a member from the media. Supervisor Tilkes gave an update on Northeast Iowa Community Action meeting. EMA/911 Director AJ Seely met with the Board to inform that Chickasaw County declaration just acknowledges that we are going through a disaster that is having significant impact on the safety and well-being of citizens. It does not activate any local funding. The Governors proclamation activated the individual assistance program. Mr. Seely informed the Board that he met with the State today as they toured Chickasaw County looking at damage. Initial estimates are in the upper $300,000ís. It is rather early to gather all this data, but is being done. It is important to conduct a thorough assessment of any costs that are related to the event. Motion by Hackman, Seconded by Carolan to authorize Chairman Signature on the Disaster Declaration. Roll Call: All Ayes. Motion Carried. Disaster Declaration-Chickasaw County has suffered from severe winds and flash flooding that occurred during the week of July 19, 2017 causing severe damage to public and private property, disruption of utility service and endangerment of health and safety of the citizens of Chickasaw County. Therefore, the County Board of Supervisors has declared a state of emergency authorized under Iowa State Statute and will execute the expenditures of emergency funds from all available sources, the invoking of mutual aid agreements, and the applying to the State of Iowa for assistance. /ss/ Tim Zoll, Chairman, Chickasaw County Board of Supervisors July 26, 2017 Witness my hand seal of my office this 26th day of July, 2017. /ss/ Joan E.
