COUNTY BOARD MINUTES AUGUST 14, 2017 The Board convened on Monday, August 14, 2017 at 9:00 A.M. with all members present: Zoll, Tilkes, Carolan, Geerts, and Hackman. The meeting was called to order by Chairman Zoll. Mail was opened and distributed. Also present was Assistant County Attorney Mark Huegel. Motion by Tilkes, Seconded by Geerts to approve agenda for August 14, 2017. Roll Call: All Ayes. Motion Carried. Motion by Hackman, Seconded by Tilkes to approve Board Minutes for August 7, 2017. Roll Call: All Ayes. Motion Carried. Motion by Hackman, Seconded by Geerts to open the public hearing at 9:10 AM for FY 17-18 county budget amendment. Roll Call: All Ayes. Motion Carried. Also present was Assistant County Attorney Mark Huegel. No written or verbal comments from the public. Motion by Hackman, Seconded by Carolan to close the public hearing at 9:12 AM. Roll Call: All Ayes. Motion Carried. Motion by Hackman, Seconded by Carolan to adopt and authorize Chairman Signature on the FY 2017-2018 County Budget Amendment. Roll Call: All Ayes. Motion Carried. Motion by Hackman, Seconded by Carolan to approve the Resolution for the FY 2017-2018 County Budget Amendment. Roll Call: All Ayes. Motion Carried. RESOLUTION TO AMEND DEPARTMENTAL APPROPRIATIONS RESOLUTION NO. 08-14-17-41 WHEREAS, the Board of Supervisors approved a Departmental Appropriations on June 12, 2017 for all departments of the fiscal year beginning July 1, 2017 in accordance with Section 331.434, Subsection 6, Code of Iowa, and WHEREAS, the appropriations approved on June 12, 2017 are hereby amended in accordance with the attached sheet for the following reasons: Jail Facility : Increase for the Jail Parking Lot Project the amount of $1,500.00; Environmental Hlth Director: Increase in Salary and Benefits in the amount of $448.00; Land Use Administrator: Increase in Salary and Benefits in the amount of $448.00; Auditor: Increase for Engineering Fees-Surveying for Auditor’s Plat in Jerico in the amount of $10,000.00; Secondary Road: Increase for roads Project M2017-2-Division 1 and Division 2 in the amount of $570,000.00 with no increase in current fiscal year taxes. Environment & Educ. $ 733,966.00 $ 448.00 $ 734,444.00 Administration $1,593,604.00 $ 10,000.00 $1,603,604.00 Capital Projects $ 590,945.00 $570,000.00 $1,160.945.00 Assistant County Attorney Mark Huegel and Deputy Assessor Ray Armel met with the Board to authorize the County Auditor to contract services with HRS, LLC for the purpose of creating an Auditor’s plat of property lying within the W ½ of the SW ¼ of Section 27-97-12. Also present was Dave Gorman. Discussion followed. Motion by Carolan, Seconded by Tilkes to authorize the County to contract services with HRS, LLC in the amount of $5,000.00 for the purpose of creating an Auditor’s plat of property lying within the W ½ of the SW ¼ of Section 27-97-12. Roll Call: All Ayes. Motion Carried. The Board discussed the Culpritt Roofing Inc. claim for payment for the completion of the roof project at the Community Services Building. Also present was Assistant County Attorney Mark Huegel and Custodian Dave Gorman. Dave Gorman informed the Board that the roof project was completed on Thursday, August 10, 2017 and that Mr. Higley of Culpritt Roofing Inc was wondering if a check could be issued and given to his crew. Mr. Gorman informed the Board that Mr. Higley was going to do a final inspection of the roof this week. The proposal stated 25 % down and & 75% upon completion. Discussion followed. It was the consensus of the Board to authorize the County Auditor to issue a check in the amount of $34.665.50 to Culpitt Roofing Inc. Motion by Geerts, Seconded by Tilkes to approve the Certification of Abstract of Taxes and Tax list for 2016 assessment collectible FY 2017-2018 as recommended by the County Auditor and County Treasurer. Roll Call: All Ayes. Motion Carried. Supervisor Hackman discussed with the Board the MH-DD building. Discussion followed. Supervisor Hackman stated that a letter should be sent to the landlord to terminate the lease. Motion by Hackman, Seconded by Tilkes to authorize the County Attorney’s Office to draft a letter to terminate the lease for the MH-DD building and to send the letter by certified mail. Roll Call: All Ayes. Motion Carried. County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: flood repair, 210th Street, Asherton Avenue; Chickasaw Park repair, Chickasaw Circle; normal shop activities; sign repairs, closures as needed; Division 1 & 2, rock resurfacing; flood repairs gravels; mowing hard surface, Alta Vista; finish Division 3 rock this week; sheet piling bridge repair; washouts; Boyd Road, moving dirt, Riprap; rock samples, Jackson Quarry, Love Quarry; day labor, box culverts; pavement markings, symbols, stop bars; V14 plans, to state; Gilmore Avenue paving next week, detour, dust control; culvert & bridge backwater workshop, tomorrow, Boone; etc. County Engineer Dusten Rolando discussed with the Board the six (6) county meeting. Chickasaw County is hosting the meeting. The Board decided to schedule the six (6) county meeting on Wednesday, September 6, 2017 at 9:00 AM at Here’s 2 U in Fredericksburg, Iowa. Mr. Rolando will contact the counties. Conservation Director Brian Moore met with the Board for a departmental update. Also present was Assistant County Attorney Mark Huegel. Topics included: Bids for a camping loop for six campers (3electric posts-1 electric post will server 2 campers). Stanton Electric in the amount of $9,573.00 to install electric service in the SE corner of Airport Lake Park campground. Rausch Brothers will haul the rock for the camping loop not to exceed $3000.00; Brian Moore working with Stanton Electric for the electric work at Airport Lake Park and Split Rock Park for the installation of the security cameras. Radio Communication is ready to install the cameras; Blazek Corporation has completed the work at Sluggo’s Pond of rebuilding the dike and placing riprap along the east shore for 250 feet. The total cost was $4,807.86 of which FEMA will reimburse $1,131.07; Conservation Board would like the access road returned as in the recorded easement. Brian Moore will contact the County Attorney’s Office and have the Attorney’s Office draft a letter to the current owners; Recommend classifying Ivanhoe Avenue by Wapsi Junction to a Class B road (limited maintenance and public access) so the general public can use it for access to the NW corner of Wapsi Junction; The family of Jean Marie Roth’s purchased memorial benches and two crabapple trees to be placed by the benches at Haus Park; etc. Brian Moore also discussed the Twin Ponds Nature Center roof. Mr. Moore presented another quote from Yoder Construction of NE Iowa, LLC. The Conservation Board asked Mr. Moore to meet with the Board to get their input on this project. The Board tabled the matter until Mr. Moore obtains more data and funding options. Heartland Insurance Risk Pool Consultant Judy Funk and Creativerisks Solutions representative Judi Hamaker met with the Board for a worker’s compensation update and to discuss Heartland Insurance Risk Pool (HIRP) cyber coverage. Also present were County Attorney Pat Wegman and Assistant County Attorney Mark Huegel. Received and filed in the Auditor’s Office MMP Short Form for Annual Updates for 60643-Rosewood Creek LLC-(ID #60643) in Section 23 of Jacksonville Township located at 1020 Pembroke Avenue, P.O. Box 150, Lawler, IA 52154.
