COUNTY BOARD MINUTES NOVEMBER 6 & 9, 2017 The Board convened on Monday, November 6, 2017 at 9:30 A.M. with the following members present: Zoll, Tilkes, Carolan, and Hackman. Absent: Geerts. The meeting was called to order by Chairman Zoll. Mail was opened and distributed. Also present were Assistant County Attorney Mark Huegel, Assessor Doug Welton and County Engineer Dusten Rolando. At 9:32 AM a member from the media was present. Motion by Hackman, Seconded by Tilkes to approve agenda for November 6, 2017. Roll Call: Ayes: Hackman, Tilkes, Carolan and Zoll. Absent: Geerts. Motion Carried. Motion by Hackman, Seconded by Carolan to approve Board Minutes for October 30 & 31, 2017. Roll Call: Ayes: Hackman, Carolan, Tilkes, and Zoll. Absent: Geerts. Motion Carried. Deputy Assessor Ray Armel met with the Board to approve the resolution for Auditor’s Plat 2017-1. Motion by Hackman, Seconded by Tilkes to approve resolution for Auditor’s Plat 2017-1. RESOLUTION NO. 11-06-17-45 A RESOLUTION APPROVING CHICKASAW COUNTY AUDITOR’S PLAT #2017-1 WHEREAS, the Chickasaw County, Iowa, Assessor’s Office has determined that certain properties in the W½ of the SW¼ of Section 27, Township 97 North, Range 12 West of 5th P.M. in Chickasaw County, Iowa is not sufficiently certain and accurate for the purpose of assessment and taxation under the guidelines of Iowa Code Section 354.B, 2017 Code of Iowa, and WHEREAS, the Chickasaw County, Iowa, Auditor has notified the property owners in the above referred described section that no plat has been recorded as required by Chapter 354 of the 2017 Code of Iowa and made demand on them to record a Plat of Survey or a Subdivision Plat as required by the above referenced Chapter of the Iowa Code, a copy of each Notice is attached and marked “Exhibit A” and included herein as though set forth verbatim, and WHEREAS, the property owners so noticed by the Auditor have failed to timely record their Plat of Survey or Subdivision Plat, and WHEREAS, the Chickasaw County Auditor has contracted with HRS, LLC Surveyors to have a survey made of the property and have a Plat of Survey of an Auditors Plat created, and WHEREAS, the Chickasaw County Auditor’s Plat #2017-1 has been completed and is attached marked as “Exhibit B” and in incorporated herein as though set forth verbatim, and WHEREAS, the Chickasaw County Board of Supervisors, after reviewing the Chickasaw County Auditor’s Plat #2017-1, find that it should be approved. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Chickasaw County Board of Supervisors, Chickasaw County, Iowa, that the Chickasaw County Auditor’s Plat #2017-1 is hereby APPROVED. BE IT FURTHER RESOLVED that the Chickasaw County Board of Supervisors certifies that this Resolution No. 11-06-17-45 be recorded with the Chickasaw County Auditor’s Plat #2017-1.PASSED AND APPROVED THIS 6th DAY OF November, 2017, by the Chickasaw County Board of Supervisors, Chickasaw County, Iowa at a meeting held at 9:30 o’clock a.m. on said date. AYES: /ss/ Tim Zoll, Chairman Board of Supervisors, Jacob Hackman, Dan Carolan, David Tilkes. Absent: Steve Geerts. ATTEST: /ss/ Joan E. Knoll, Chickasaw County Auditor Assistant County Attorney Mark Huegel, Deputy Assessor Ray Armel and County Assessor left at 9:55 AM. County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included work orders in various locations, FEMA paperwork, submittals, numbers; permits in various areas, driveways, ditch cleaning; maintenance of vehicles, services; serviced Conservation pickup; sign repairs in various areas; sign survey, daytime, starts this week; motorgraders out blading; durapatcher out, used up last of Emulsion; bridge repair in various locations; underwater, bridge inspection, structural culverts; V14 letting on schedule in January; Cheyenne Avenue, bridge letting in February; FY 19 budget started; mechanic posted, will advertise , this week and next week. Motion by Hackman, Seconded by Tilkes to authorize Chairman to sign vouchers to transfer funds from the Farm to Market account to the IDOT’s account for project BRS-CO19(82)—60-19 as per the recommendation of the County Engineer. Roll Call: Ayes: Hackman, Tilkes, Carolan and Zoll. Absent: Geerts. Motion Carried. The Board took a short recess at 10:20 AM and reconvened at 11:00 A.M. HR Consultant Paul Greufe met with the Board to review and approve union negotiations agreement. Also present was a member from the media. Motion by Hackman, Seconded by Carolan to approve the union negotiations agreement and authorize Chairman Signature. Roll Call: Ayes: Hackman, Carolan, Tilkes and Zoll. Absent: Geerts. Motion Carried. Member from the media left at 11:10 AM. Motion by Carolan, Seconded by Hackman to enter into exempt strategy session as per Iowa Code Section 20; Section 17.3 Union Negotiations at 11:10 AM. Roll Call: Ayes: Carolan, Hackman, Tilkes and Zoll. Absent: Geerts. Motion Carried. Motion by Carolan, Seconded by Hackman to exit exempt strategy session at 11:50 AM. Roll Call: Ayes: Carolan, Hackman, Tilkes, and Zoll. Absent: Geerts. Motion Carried. The Board recessed at 11:51 AM and reconvened at 1:00 PM. Paul Greufe with PJ Greufe & Associates met with the department heads at 1:00 PM to discuss HR topics. Department heads in attendance included Supervisors Tim Zoll, Dan Carolan, Jacob Hackman, Assistant Engineer John Murray, Environmental Health/ Land Use Administrator Staci Schutte,, Assessor/Data Processing Manager Doug Welton, Assistant County Attorney Mark Huegel, Public Health and Home Care Assistant Administrator Lisa Welter, Deputy Assessor Ray Armel, Treasurer Sue Breitbach, County Engineer Dusten Rolando, Chad Humpal, Recorder Cindy Messersmith, Veterans Affairs Director Lindsay Zenner, EMA/911 Director AJ Seely, Sheriff Marty Hemann, and County Auditor Joan Knoll. Paul Greufe discussed the Part-time Data Processing Manager position and asked the department heads for their recommendation or input regarding the position. Mr. Greufe gave an update on the Chickasaw County Employment application form. Mr. Greufe discussed the FMLA for timesheets purposes and department heads discussed health insurance. Motion by Carolan, Seconded by Hackman to adjourn at 2:08 PM. Roll Call: Ayes: Carolan, Hackman, Tilkes and Zoll. Absent: Geerts. Motion Carried. The meeting was called to order by Chairman Zoll. Mail was opened and distributed. Also present were Assistant County Attorney Mark Huegel, Assessor Doug Welton, County Attorney Jennifer L. Schwickerath, EMA/911 Director AJ Seely, Treasurer Sue Breitbach, Custodian Dave Gorman, and a member from the media. Motion by Tilkes, Seconded by Hackman to approve agenda for November 9, 2017 with the deletion of the possible closed session. Roll Call: Ayes: Hackman, Tilkes, and Zoll. Absent: Geerts and Carolan. Motion Carried. Supervisor Carolan present at 11:32 AM. Discussion on the state audit report. The State Auditor’s office today (November 9, 2017) released a reaudit report on Chickasaw County for the period July 1, 2015 through June 30, 2016. The reaudit also covered items applicable to the period July 1, 2016 through June 30, 2017. The reaudit was performed at the request of a County official pursuant to Section 11.6(4) (a) (2) of the Code of Iowa. A copy of the reaudit report is available for review in the County Auditor’s Office, in the Office of Auditor of State and on the Auditor of State’s website at auditor.iowa.gov/reports/ Received and filed in the Auditor’s Office MMP Short Form for Annual Updates for Whitetail (#61488)in Section 19 located at 1089 230th Street, Nashua, IA 50658.
