COUNTY BOARD MINUTES
MARCH 23 & 24, 2009
The Board convened on Monday, March 23, 2009 at 9:30 A.M. Members present: Pickar, Boge, Holthaus, Andersen. Absent: Mattke. The meeting was called to order by Chairman Pickar. Mail was opened and distributed.
Motion by Boge, Seconded by Holthaus to approve agenda for March 23 & 24, 2009 All Ayes. Motion Carried.
Motion by Andersen, Seconded by Holthaus to approve board minutes of March 16 & 17, 2009. All Ayes. Motion Carried.
Ken Rasing met with the Board to discuss Community Services Disaster Program. Ken Rasing will apply for the Community Services Disaster Program.
Dusten Rolando, County Engineer met with the board to discuss road department activities.
Vendors present included Ron Abbas, representing Paul Niemann Const.; Graham Cunningham and Gary Veeder, representing Allied Const.; Garry Wiltgen and Chad Wiltgen, representing Wiltgen Const. and Ovey Johnson, County Road Foreman.
Chairman opened bids for Limestone Surfacing Roads
Motion by Boge, Seconded by Holthaus to approve and authorize Chairman Signature on vendor limestone surfacing contracts with Wiltgen Const. for $195,500.00 for Division I; Paul Niemann Const., Co. for $161,460.00 for Division II; Bruening Rock Products for $206,390.25 for Division III; and Allied Construction for $169,897.50 for Division IV. Roll Call: Four Ayes. Motion Carried.
Motion by Holthaus, Seconded by Andersen to approve and authorize Chairman Signature on permit for Dairyland Power Cooperative to place overhead electrical transmission line on and over Chickasaw County right of way north and east of New Hampton to Quinlan Avenue. Roll Call: All Ayes. Motion Carried.
Motion by Boge, Seconded by Andersen to approve and authorize Chairman Signature on permit for Iowa Telecom to replace cable along 170th Street West of Odessa Avenue for County bridge replacement project. Roll Call: All Ayes. Motion Carried.
Motion by Boge, Seconded by Holthaus to approve the following resolution imposing weight restrictions on vehicles to be operated upon certain county roads. Roll Call: All Ayes. Nays: None. RESOLUTION NO. 03-23-06-6. WHEREAS, the Board of Supervisors of Chickasaw County, Iowa is empowered under authority of Section 321.471 Code of Iowa to impose restrictions as to the weight of vehicles to be operated upon any County Highway whenever any said highway by reason of deterioration, rain, snow, or other climatic conditions will be seriously damaged or destroyed unless the use of vehicles thereon is prohibited or the permissible weights thereon reduced. NOW THEREFORE BE IT RESOLVED: That the Board of Supervisors of Chickasaw County, Iowa on the 23rd day of March, 2009, place a five ton axle weight limit on the following
Chickasaw County route: B28 from V18 to west county line; and that this embargo will take effect when appropriate signs are erected and will remain in effect until said signs are removed by the County Engineer. The Board of Supervisors toured Bay Valley Foods at 9:00 A.M.
The Board convened on Tuesday, March 24, 2009 at 10:30 A.M. Members present: Pickar, Boge, Holthaus, and Andersen. Absent: Mattke. The meeting was called to order by Chairman Pickar. Mail was opened and distributed.
Motion by Boge, Seconded by Andersen to approve and authorize Chairman Signature to Fourth Amendment to Northeast Iowa Law Enforcement Aid Agreement pursuant to Chapter 28E Code of Iowa 1993 to add Calmar/Ossian Police Department. All Ayes. Motion Carried.
Supervisor Rick Holthaus updated the Board of the Northeast Iowa Community Action meeting.
The Board received and filed IDNR Manure Management Annual Update for Don Kurtenbach (ID #59339) located in Section 17 of Stapleton Township, at 3028 210th Street, Lawler, IA.
The Board received and filed IDNR Manure Management Annual Update for Don Kurtenbach (ID#62176) located in Section 19 of Stapleton Township, at 2279 Roanoke Ave. Lawler, IA.
The Board received and filed IDNR Manure Management Annual Update for Dale Rosonke (ID#62840) located in Section 17 of Dayton Township, at 2132 Gilmore Ave. New Hampton, IA.
The Board received and filed IDNR Manure Management Annual Update for Tlusty Site
(ID#59281) located in Section 9, of New Oregon Township, Howard County, at 21323 200th St., Cresco, IA.
The Board received and filed IDNR Manure Management Plans & Plan Updates for Zeien East (IDNR #65457) located in Section 28 of Washington Township.
The Board received and filed IDNR Manure Management Annual Update for Poppe Farm (ID#57707) located in Section 6 of Richland Township, at 1630 250th Street, Nashua, IA.
Motion by Andersen, Seconded by Boge to adjourn at 12:10 PM. Roll Call: All Ayes.
