COUNTY BOARD MINUTES
JULY 13 & 14, 2009
The Board convened on Monday, July 13, 2009 at 9:30 A.M. with all members present: Boge,
Holthaus, Andersen, Mattke, and Pickar. The meeting was called to order by Chairman Pickar.
Mail was opened and distributed
Motion by Boge, Seconded by Holthaus to approve agenda for July 13 & 14, 2009.
Roll Call: All Ayes. Motion Carried.
Motion by Holthaus, Seconded by Andersen to approve board minutes of July 6 & 7, 2009.
Roll Call: All Ayes. Motion Carried.
Ken Rasing met with the Board to discuss the Part time Zoning Administrator/Assistant Environmental
Health Specialist Position.
Motion by Mattke, Seconded by Andersen to readvertise the position of Zoning Administrator/Assistant Environmental Health Specialist as a full time position
Consisting of 35 hours per week. Roll Call: Ayes: Andersen, Holthaus, Mattke.
Nays: Pickar, Boge. Motion Carried.
Dusten Rolando, County Engineer met with the Board to discuss road departmental activities.
Sealed bids for the purchase of two motorgraders were opened as follows: Murphy Tractor &
Equipment and Ziegler, Inc. Murphy Tractor and Equipment bid two 2010 John Deere Model
770GP for $415,298 less trade-in of $67,000 for net price of $348,298. Ziegler, Inc. bid two 2010
caterpillar 140M for $430,180 less trade-in of $59,500 for net price of $370,680. Murphy Tractor & Equipment had a guaranteed 5 year buy back option of $135,500 per machine and Ziegler, Inc. had a guaranteed 5 year buy back option of $122,500 per machine.
The Engineer recommended purchasing one 2010 John Deere 770GP for $207,649 less trade-in of 1984 Caterpillar for $42,000 for net price of $165,649 and one 2010 Caterpillar 140M less trade-in of 1992
John Deere for $23,000 for net price of $192,090.
Total net cost of both $357,739.
Motion by Boge, Seconded by Holthaus to purchase one 2010 John Deere 770GP motorgrader for
$207,649 less trade-in of 1984 Caterpillar for $42,000 for net price of $165,649 from Murphy Tractor
& Equipment and one 2010 Caterpillar 140M motorgrader less trade-in of 1992 John Deere for
$23,000 for net price of $192,090 from Ziegler, Inc. Roll Call: Ayes: Andersen, Holthaus, Boge,
Pickar. Nays: Mattke. Motion Carried.
Request for paving 1.13 miles of Panora Avenue South of Highway 24. Those present were: Dusten
Rolando, County Engineer, John Rigler, Grant Andersen, Terry Schulz, Steve Schulz, Herman Meyer,
Bob Rigler, Darel Reicks, Ed Dunlap, Bruce Roesler, Bob Soukup and Tom Sauser. John Rigler was
the spokesperson for the group. The Board will take it under consideration.
Motion by Andersen, Seconded by Boge to accept the resignation of David Bynon
Effective July 31, 2009 from the Secondary Road Department. Roll Call: All
Ayes. Motion Carried.
Treasurer Sue Breitbach met with the Board for review and approval of Semi Annual Report, with
discussion following and review of bank balances.
Motion by Boge, Seconded by Holthaus to approve Treasurer’s semi-annual report for June 30, 2009,
subject to audit. Roll Call: All Ayes. Motion Carried.
Reviewed the FY 2009/10 suspended tax listing as certified by DHS, County General Relief and Case Management.
Motion by Holthaus Seconded by Andersen to approve the FY 2009/10 suspended tax listing, as
certified by DHS, County General Relief and Case Management. Roll Call: All Ayes. Motion Carried.
The Board review 2009 Homestead and Military Applications
Motion by Boge, Seconded by Holthaus to allow/disallow 2009 Homestead and Military Applications.
Roll Call: All Ayes. Motion Carried.
Motion by Andersen, Seconded by Holthaus to adjourn at12:35 P.M. Roll Call:
All Ayes. Motion Carried.
The Board of Supervisors, Auditor, and Assessor toured Kerry Foods, Inc., Aveka Mfg. Inc.,
Engelbrecht’s Bed and Breakfast, and Kleiss Dairy Farms on Tuesday, July 14, 2009.
