COUNTY BOARD MINUTES

NOVEMBER 21 & 22, 2005

 

The Board convened on Monday, November 21, 2005 at 9:30 AM with a quorum present: Huegel, Boge, Pickar, Mattke. Schueth was absent. The meeting was called to order by Vice-Chairman Huegel. Mail was opened and distributed.

 

The Board received and filed IDNR Administrative Approval for Manure Management Plan of Dale Reicks dba Willow Creek (ID#61668) located in Section 30 of Jacksonville Township and Manure Management Plan for Rod Hinz (ID#57706) located in Section 18 of Deerfield Township.

 

Motion by Boge, Seconded by Pickar, to receive and place on file Fiscal Year 2005 Annual Reports, subject to audit, for Cedar Valley Mental Health and North Iowa Detention Services. Roll Call: Four Ayes. Motion Carried.

 

Roger Nosbisch, Head Custodian, met with the Board to update them of Christmas decorations in the Courthouse. A request for Janey Lynn’s Designs to provide stairway garland was approved at a maximum of $150.00.

 

Assistant County Engineer John Murray met with the Board to discuss road departmental activities.

 

Motion by Pickar, Seconded by Huegel, to approve and authorize Chairman Signature on permit for Iowa Telecom to cut in a pedestal loop along Union Avenue north of 160th Street in Utica Township. Roll Call: Four Ayes. Motion Carried.

 

Discussion followed as to the disposal of the abandoned mobile home just off the right of way at the T-intersection of B57 and Kenwood Avenue.

 

CPC Sheila Kobliska met with the Board for a departmental and update and approval of possible contract for custodial services. Discussion followed. Other updates included Good Will to offer services for job coaching and development and restbit care; sale of three used computer PCs equipment and Cathy DuBois from CVMH as a new member of the Case Management Advisor Board.

 

Motion by Boge, Seconded by Mattke, to receive and place on file Lucille Lane, Board of Health member resignation notice at term end of December 31, 2005. Roll Call: Four Ayes. Motion Carried.

 

Motion by Boge, Seconded by Mattke, to approve Resolutions abating 1st half taxes and penalty for two properties owned by City of Nashua. Roll Call: Four Ayes. Motion Carried.

RESOLUTION 11-21-05-29 FOR ABATEMENT OF REAL ESTATE TAXES & PENALTY. WHEREAS, the 1st half of FY 2005-2006 taxes due listed under the name of City of Nashua formerly known as Don Scribner under Conservatorship by Charlotte Waddle.  According to Iowa Code Section 445.63, the Board of Supervisors may abate taxes by request of a property owner or lien holder. David H. Skilton, Attorney for the City of Nashua, has requested the Board of Supervisors abate the first half taxes due by September 30, 2005 along with penalties for the 2004 assessed taxes payable in 2005 and 2006. Said parcel is located at 307 Main Street and described as N 1/3 of Lot 3 except the East 22 feet and except alley in Block 9 and the North 2’ 6” of East 31’ 9” North 2’8” E 78’3” thence South 5’2”then West 100’ to beginning with taxes due of $187.00. The Board of Supervisors is requested to abate the taxes due by reason of economic development by a sister governmental entity against the property along with building improvements for the property acquisition at 307 Main Street to make the property saleable. NOW, THEREFORE, BE IT RESOLVED, this Board is in agreement by their motion on November 21, 2005, and therefore will abate all taxes and penalty due, along with cancellation of any future taxes on said parcel. AYES: /ss/ James J. Schueth, Chairman; John J. Huegel, Vice-Chairman; Arnie J. Boge; Virgil M. Pickar, Jr.; Sherry Mattke Absent, Schueth.   NAYS: None.  ATTEST:  /ss/ Judy A. Babcock, Auditor

 

RESOLUTION 11-21-05-30 ABATING REAL ESTATE TAXES & PENALTY  WHEREAS, the 1st half of FY 2005-2006 taxes due listed under the names of Robert C. Demro and the City of Nashua.  According to Iowa Code Section 445.63, the Board of Supervisors may abate taxes on property acquired by a political subdivision. David H. Skilton, Attorney for the City of Nashua, has requested the Board of Supervisors abate the first half taxes due by September 30, 2005 along with penalties for the 2004 assessed taxes payable in 2005 and 2006. Said parcel is located at the corner of Iowa Highway 346 and Bayou Drive and described as Lot 8 and the South 60 feet of Lot 9 located in Demro’s 1st Addition and part of Lot 13 with taxes due of $56.00. The Board of Supervisors is requested to abate the taxes due by reason of economic development by a sister governmental entity for the placement of the Welcome Sign to Nashua at the Corner of Iowa Highway 346 and Bayou Drive. NOW, THEREFORE, BE IT RESOLVED, this Board is in agreement by their motion on November 21, 2005, and therefore will abate any and all taxes and penalty due, along with cancellation of any future taxes on said parcel. AYES: /ss/ John J. Huegel, Vice-Chairman; Arnie J. Boge; Virgil M. Pickar, Jr.; Sherry Mattke;  Absent, Schueth. NAYS: None.   ATTEST: Judy A. Babcock, Auditor

 

Vice-Chairman Huegel declared adjournment at 12:05 PM.

 

The Board convened on Tuesday, November 22, 2005 at 9:30 AM with a quorum present: Huegel, Boge, Pickar, Mattke. Schueth was absent. The meeting was called to order by Vice-Chairman Huegel. Mail was opened and distributed.

 

Board members interviewed two prospective applicants for an upcoming 5-Year Conservation Board member opening beginning January 1, 2006.  A decision and appointment for the position will be decided at next week’s session.

 

Supervisor Boge updated board members of the ISAC meeting attended last week.

 

Motion by Pickar, Seconded by Boge, to adjourn at 12:05 PM. Roll Call: Four Ayes. Motion Carried.
