COUNTY BOARD MINUTES
AUGUST 13 & 14, 2007
The Board convened on Monday, August 13, 2007 at with all members present: Pickar, Huegel, Boge, Schueth, Mattke.The meeting was called to order by Chairman Pickar. Mail was opened and distributed.
Motion by Huegel, Seconded by Schueth, to approve agenda for August 13 & 14, 2007.All Ayes, with Motion Carried.
Motion by Schueth, Seconded by Mattke, to approve meeting minutes of August 6 & 7, 2007.Roll Call: All Ayes. Motion Carried.
Motion by Huegel, Seconded by Boge, to approve liquor license for special 5-day tractor pull event.Roll Call: All Ayes.Motion Carried.
CountyEngineer Dusten Rolando met with the Board to discuss road departmental activities.
The engineer’s annual report of receipts and expenditures and inventory of equipment was reviewed.
Chairman signed Adopt-A-Highway Certificate for 4H Ionia Rustlers in recognition of litter control along a portion of B57 from August 2005 – 2007.
Railroad cars modification and acquisition for use as culverts was reviewed.
Proposed RISE application for grant funding of turning lane road improvement on Highway 24 was reviewed.
Application and subsequent denial of field driveway permit was reviewed.After adjournment, board members reviewed site of the denied driveway permit.

Mark Moine representing Gardner Architecture, and Ken Rasing met with the Board to discussthe CommunityServicesBuilding proposal for an addition to house CPC and Case Management Department.The project is tentatively on ‘hold,’ pending decision by Pathways, to provide joint mental health services with the county or to provide only their services at a location yet to be determined.
Kathy Showalter, representing Planscape, and Pat Boyle met with the Board for review of Homeland Energy Solutions RISE grant funding application to the IDOT for west bound minor right turn lane on Iowa High 24 adjacent to the site of the proposed ethanol plant.CountyEngineer Dusten Rolando spoke with those present via phone conferencing, stating his concern that the asphalt projected costs were understated in the grant application.The group will meet next Monday to review project costs and sign resolution of support for 20% required county match funding.
The Board received and filed IDOT Manure Management Plan Annual Updates for Mike Klassen (ID#59679) located at 2130 Exeter Ave., Ionia, Chickasaw Farms LLC (ID#62444) located at 2241 Jasper Ave., Nashua and Larry Nilges (ID#62496) facility located in Bremer County with application sites in Chickasaw County.
The Board received and filed Veterans Affairs Report of July 2007.
