COUNTY BOARD MINUTES

OCTOBER 1 & 2, 2007

 

The Board convened on Monday, October 1, 2007 at 9:30 AM with all members present: Pickar, Huegel, Boge, Schueth, Mattke. The meeting was called to order by Chairman Pickar. Mail was opened and distributed.

 

Motion by Mattke, Seconded by Boge, to approve agenda for October 1 & 2, 2007, with addition of motion to reconsider resignation of Engineer Assistant John Murray. All Ayes, with Motion Carried.

 

Motion by Boge, Seconded by Huegel, to approve meeting minutes of September 24 & 25, 2007. Roll Call: All Ayes, with Motion Carried.  

 

Motion by Schueth, Seconded by Mattke to accept resignation of Leon Wegner, as part-time custodian.  Roll Call: All Ayes. Motion Carried.

 

County Engineer Dusten Rolando met with the Board to discuss road departmental activities.

 

Motion by Boge, Seconded by Mattke, to approve and authorize Chairman Signature on Agreement for RISE Project.  Roll Call: All Ayes. Motion Carried.

 

Motion by Huegel, Seconded by Schueth, to approve and authorize Chairman Signature on Hawkeye REC permit to place buried cable along Panora Avenue and 200th Street in county right of way in Section 3 of New Hampton Township. Roll Call: All Ayes. Motion Carried.

 

Public Health Nursing Administrator Kathy Babcock met with the Board to seek approval for purchase of Community Services Building directory sign, with review of size and purchase price following.  Student guest Jordan Willets also attended as job shadowing.

 

Motion by Huegel, Seconded by Boge, to approve purchase of $1700 from Sandyís Sign Shop for Community Services Building outside directory sign. Roll Call: All Ayes. Motion Carried.

 

Proposed policy for temporary reduction of hours by RN nursing staff was reviewed with  copy to be reviewed by Jack Lipovac before final approval.  

 

The Board received and filed Howard R. Green Company regarding Chickasaw County Landfill Fall 2007 Sampling Report and Notice to the IDNR.

 

The Board received and filed IDNR Original Manure Management Plan for Dresden Pork LLC located at 2850 Mission Avenue, Fredericksburg in Section 20 of Dresden Township.

 

The Board allowed claims.

 

Motion by Boge, Seconded by Schueth to adjourn at 12:02 PM. All Ayes, with Motion Carried.

 

The Board convened on Tuesday, October 2, 2007 at 9:30 AM with a quorum present: Pickar, Huegel, Boge, Mattke.   Schueth was absent.  The meeting was called to order by Chairman Pickar.   Mail was opened and distributed.

 

Motion by Boge, Seconded by Huegel, to amend agenda of appointment time for Jeanne Heit to 9:45 AM and include closed session as per IAC Chapter 21.5, Subsection 1a for legal counsel  consultation. Roll Call: Four Ayes. Motion Carried. 

 

Homemaker Administrator Jeanne Heit and Attorney Carl Salmons, representing Heartland Insurance Risk Pool, met with the Board for employment issues.

 

Motion by Boge, Seconded by Mattke, to go into closed session at 9:45 AM. Four Ayes, with Motion Carried.

 

Motion by Huegel, Seconded by Boge, to exit closed session at 10:15 AM.  Four Ayes, with Motion Carried.

 

Chickasaw County spoke with Mitchell County via phone conference for 28E Case Management Agency Board Meeting.  Those present in Mitchell County included Auditor Lowell Tesch; Board members Bob Marreel; Joel Voaklander and Stan Walk.  CPC Sheila Kobliska was present in Chickasaw County along with a guest Glenn Allen Howard County CPC.

 

Motion by Huegel, Seconded by Mattke, to approve and authorize Chairman Signature on FY 2006-2007 Actual Case Management Cost Report.  Roll Call: Four Ayes, Chickasaw County: Four Ayes.  Three Ayes, Mitchell County.   Motion Carried.

 

Motion by Boge, Seconded by Joel Voaklander, to adjourn at 10:28 AM. Roll Call: Four Ayes, Chickasaw County.  Three Ayes, Mitchell County. Motion Carried.

 

Motion by Boge, Seconded by Mattke, to rescind the resignation of Engineering Assistant John Murray, effective immediately. Roll Call: Four Ayes. Motion Carried.

 

The Board allowed claims.

 

Motion by Boge, Seconded by Mattke, to appoint Board of Supervisors Chairman to the Chickasaw County Ambulance Board Commission, and Vice-Chairman as alternate. Roll Call: Four Ayes. Motion Carried.

 

Motion by Huegel, Seconded by Boge, to adjourn at 11:30 AM.  Four Ayes, with Motion Carried.
