COUNTY BOARD MINUTES
FEBRUARY 25 & 26, 2008
The Board convened on Monday, February 25, 2008 at with all members present: Boge, Pickar, Huegel, Schueth, Mattke. The meeting was called to order by Chairman Boge. Mail was opened and distributed.
Motion by Huegel, Seconded by Pickar, to approve agenda for February 25 & 26, 2008, with addition of ISU Dairy Advisory Board informational item and weather postponement until next week of Public Health Funding item and Union Negotiations.Roll Call: All Ayes. Motion Carried.
Homemaker Administrator Jeanne Heit met with the Board to review homemaker aide staffing issues and request approval for additional hire of part-time, on-call aide which was granted.
Chickasaw County Farm Bureau board members met with the Board for review of FY2008-09 proposed county budget, with discussion following.Farm Bureau members attending were Mike Booth; Randy Heitz; Rich Holthaus; Bob Shatek; Bob Holschlag and Tom Sabelka.Engineer Dusten Rolando was present for review of roads budget and activities.
Board members proceeded open sealed bids for sale of 24 bookcases units by four bidders.A complete listing is on file in the Auditor’s office, available during regular office hours.
Supervisors Boge and Huegel left the meeting to attend a Homemakers Health Advisory Board meeting moved forward from the afternoon in anticipation of the weather.
Motion by Schueth, Seconded by Mattke, to accept high bids and approve sale of bookcases.Roll Call: Three Ayes. Motion Carried.
CountyEngineer Dusten Rolando met with the Board to discuss road departmental activities.Proposed wages of summer (students) help was reviewed.
Motion by Mattke, Seconded by Schueth, to approve summer help wages as proposed ranging from $7.75 (first year, no CDL) to $10.25 (fifth year, with CDL). Roll Call: Three Ayes. Motion Carried.

The Board convened on Tuesday, February 26, 2008 at with a quorum present: Boge, Pickar, Mattke.Huegel and Schueth were absent. The meeting was called to order by Chairman Boge. Mail was opened and distributed.
Motion by Pickar, Seconded by Mattke to open the public hearing at 10:00 AM for the IDNR Construction application permit for Summit Farms animal confinement operation. Roll Call: Three Ayes. Motion Carried.
Sanitarian Ken Rasing was present to review the site inspection and master matrix application and Mitchell J. Baum, representing Pinnacle, based in IowaFalls. Pinnacle represents animal confinements for operations compliance relating to Iowa environmental and regulatory issues.Baum reviewed the proposed operation of wean to finisher operation consisting of two buildings approximately 101’ width by 305’10” length.The permitted capacity is 3745 per building, with a total capacity of 7490 animals. The site is located upon farmland located in the immediate and near proximity of the proposed manure management plan.No verbal or written comments were received from public.

As IDNR officials will not have on-site inspection until February 28, 2008, approval of the master matrix application will be on Monday, March 3, 2008.
Fred Hall and Robert Tigner, both representing IowaStateUniversity, met with the Board to present informational update of the Dairy Advisory Board implementation with ChickasawCounty, with questions, answers and discussion.
Ray Armbrecht, representing Fredericksburg Fire Department, met with the Board to present a funding request for purchase of updated fire truck and trip hauler equipment. The request was received pending consideration at an upcoming session.
The Board received and filed IDNR Manure Management Plan Annual Updates for Dnner Site (ID#64312) located in Section 21 of Stapleton Township at 2295 Union Avenue, Lawler;Riverton Site 1 & Mapes Finisher Farm, both located in FloydCounty; Tlusty Site located in HowardCounty all with field application sites in ChickasawCounty;
