COUNTY BOARD MINUTES

MARCH 24 & 25, 2008

 

The Board convened on Monday, March 24, 2008 at 9:30 AM with a quorum present: Boge, Pickar, Huegel.   Schueth and Mattke were absent.  The meeting was called to order by Chairman Boge.  Mail was opened and distributed.

 

Motion by Huegel, Seconded by Pickar, to approve agenda for March 24 & 25, 2008. Three Ayes, with Motion Carried.

 

Motion by Pickar, Seconded by Huegel, to approve meeting minutes of March 17 & 18, 2008.  Roll Call: Three Ayes. Motion Carried.

 

County Engineer Dusten Rolando met with the Board to discuss road departmental activities.

 

Chairman Boge signed contracts for $153,855.00 and bid bonds with Allied Construction for limestone surfacing of Division 4.

 

Other discussion items included next day inspection by Harkin aide of structurally deficient or functionally obsolete county bridges and 2012 farm-to-market funded paving for inclusion of a paving project consisting of two miles on B57 and 5 miles on T76 to the Nashua City limits. 

 

Homemaker Administrator Jeanne Heit met with the Board for an interview of prospective health aide applicant, Meagan Lindaman.  The interview was held with interactive discussion.

 

Motion by Huegel, Seconded by Pickar, to approve hire of Meagan Lindaman as part-time, on-call homemaker health aide at $8.00 per hour effective March 27, 2008, with 50Ę per hour increase upon successful completion of probation. Roll Call: Three Ayes. Motion Carried.

 

CPC Sheila Kobliska and Student Intern Rachel Kephart met with the board to explain upcoming Regional Finance Authority meeting on April 2, 2008, with a request for Supervisor representation for exploration of a new concept for consistent mental health services between counties and delivery of future mental health client services.  Supervisor John Huegel was designated to attend the meeting.  

 

Motion by Pickar, Seconded by Huegel, to adjourn at 12:05 PM.  Three Ayes, with Motion Carried.    

 

The Board convened on Tuesday, March 25, 2008 at 9:30 AM with a quorum present: Boge, Pickar, Huegel.   Schueth and Mattke were absent. The meeting was called to order by Chairman Boge.  Mail was opened and distributed.  

 

Jennifer Judson Harms, representing Family Treatment Professionals, met with the Board to explain her professional provider services to county residents, with discussion following.   

 

Treasurer Sue Breitbach met with the Board for review and approval to abate taxes on two mobile homes, as per the Code of Iowa, with the Board concurring.

 

Motion by Pickar, Seconded by Huegel, to approve abatement of taxes on mobile home listed under Janet Marie Miller and adopt Resolution 03-25-08-8 Abating Mobile Home On Leased Land Taxes & Penalty. WHEREAS, the real estate taxes, listed under the name of Janet Marie Miller, due for a mobile home on leased land,  formerly located at 1603 LaSalle Avenue, are shown delinquent on the Treasurerís tax rolls and said mobile home has been  removed from the location according to the Assessorís Office.  According to Iowa Code Section 435.25 the Board of Supervisors may abate taxes on property by resolution when the home has been removed from the county where delinquent taxes are owing or when it is administratively impractical to pursue tax collection through the remedies of this section, all taxes and interest shall be abated by resolution of the Board of Supervisors. WHEREAS, the mobile home is described as belonging to Janet Marie Miller; Parcel WANH 0036110; VIN AC4944; Title Number: 19-W089045; and is a 1972 Artcraft.   Taxes are owed beginning September 2004 and ending March 2007 for a total amount of $166.00. NOW, THEREFORE, BE IT RESOLVED, this Board is in agreement by their motion on March 25, 2008, and directs the Treasurer to strike from the tax books the reference to former ownership of the mobile home, along with abating any and all taxes and penalty due. AYES: /ss/     Arnie J. Boge, Chairman; Virgil M. Pickar, Jr., Vice-Chairman; John L. Huegel; James J. Schueth; Sherry Mattke. NAYS: None. ATTEST:  /ss/ Judy A. Babcock, Auditor.

 

 

 

 

 

Motion by Huegel, Seconded by Pickar, to approve abatement of taxes on mobile home and adopt Resolution.  Roll Call: Three Ayes. Motion Carried. RESOLUTION 03-25-08-9 ABATING MOBILE HOME TAXES & PENALTY. WHEREAS, the real estate taxes, listed under the names of Russell William Vanbrocklin and Dannielle Marie Knecht, due for a mobile home in a park, are shown delinquent on the Treasurerís tax rolls and said mobile home has been subsequently sold on Sheriff Certificate of Purchase to a subsequent owner.  According to Iowa Code Section 435.25 the Board of Supervisors may abate taxes on property by resolution when it is administratively impractical to pursue tax collection through the remedies of this section, all taxes and interest shall be abated by resolution of the Board of Supervisors. WHEREAS, the mobile home is described as owned by Russell William Vanbrocklin and Dannielle Marie Knecht; VIN 14321; Title Number: AA07785; and is a 1981 WBS Artcraft.   Taxes are owed beginning March 2007; September 2007 and March 2008 for a total amount of $255.00.  The mobile has since been sold by Sheriff Certificate of Purchase to Allen and Angie Alcorn and will be returned to tax rolls.  NOW, THEREFORE, BE IT RESOLVED, this Board is in agreement by their motion on March 25, 2008, and directs the Treasurer to strike from the tax books the reference to former ownership of the mobile home, along with abating any and all taxes and penalty due. AYES: /ss/ Arnie J. Boge, Chairman; Virgil M. Pickar, Jr., Vice-Chairman; John L. Huegel; James J. Schueth; Sherry Mattke. NAYS: None.  ATTEST:  /ss/ Judy A. Babcock, Auditor.

 

The Board received and filed IDNR Manure Management Plan Annual Updates for Don Kurtenbach on (ID#62176) located at 2379 Roanoke Ave., Lawler in Section 19 of Stapleton Township; also on (ID#59339) located at 2980 210th St., Lawler in Section 17 of Stapleton Township and Poppe Farms on (ID#57707) located at 1`630 250th St., Ionia in Section 6 of Richland Township. 

 

Motion by Pickar, Seconded by Huegel, to adjourn at 11:00 AM.   Three Ayes, with Motion Carried.
