COUNTY BOARD MINUTES
NOVEMBER 9 & 10, 2009
The Board convened on Monday, November 9, 2009 at with all members present:Holthaus, Andersen, Mattke, Boge, and Pickar.The meeting was called to order by Chairman Pickar. Mail was opened and distributed.Also present: member from the media.
Motion by Andersen, Seconded by Holthaus to approve agenda for November 9 & 10, 2009. Roll Call:All Ayes. Motion Carried.
Motion by Boge, Seconded by Andersen to approve board minutes of November 2 & 3, 2009.Roll Call:All Ayes. Motion Carried.
Motion by Boge, Seconded by Andersen to appoint Richard White to the Iowa Northland Regional Housing Council (INRHC).Roll Call:All Ayes. Motion Carried.
Assessor Doug Welton met with the Board for review and approval of 2009 Family Farm Credit Applications.Individuals are eligible to receive the credit if the appropriate designated person is actively engage in farming of an eligible tract of land during the fiscal year in which the application is filed, with the 2001 Iowa legislature having changed the filing of this credit to a one-time filing.
Motion by Boge, Seconded by Mattke to approve and authorize chairman signature for the 2009 Family Farm Credit Applications and disallowtwo family farm application and authorize chairman signatures on the denial letters.Roll Call:All Ayes. Motion Carried.
CountyEngineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: Permits at various areas; maintenance and repairs of vehicles; sign repairs due to vandalism at various areas, Easement paperwork: bridge damage at Little Turkey; surveying at LaSalle Ave.; relay pipes at various areas, crossroads pipe work V-48 opened Saturday; crossroads pipe work Fayette Avenue and 110th Street patch; road vacations, etc.
Board members proceeded to canvass the city elections held on November 3, 2009.
Motion by Andersen, Seconded by Boge to approve canvass of the city election and authorize Commissioner of Elections to certify results to cities and record in Permanent Election Register.Roll Call: All Ayes. Motion Carried.
Motion by Mattke, Seconded by Holthaus to appoint June Bodensteiner, representing District 5 to the Chickasaw County Planning Commission.Roll Call:All Ayes. Motion Carried.
Brian Moore, Conservation Director met with the Board to discuss conservation departmental activities.Topics discussed were getting quotes for Low E coating on the Nature Center and re-roofing the Nature Center; etc.
The Board received and filed Iowa Northland Regional Council of Governments (INRCOG) FY 09 Annual Report.

Dave Randall with Randall Construction and Dave Gorman, Custodian gave the Board an update on the Courthouse tuckpointing project.Courthouse tuckpointing project will be completed by November 13th.Dave Randall will meet with the Board to discuss Phase II of the Courthouse tuckpointing repair project at a later date
Dave Gorman met with the Board to discuss the outside clock of the Courthouse. The Board instructed Dave to contact the clock repairperson to get a status of the project and update the Board next week.
Jeanne Heit, Homemaker Health Agency Director met with the Board for a departmental update and staffing concerns.Discussion followed.
Motion by Andersen, Seconded by Holthaus to approve change of status for Meagan Lindaman from Part Time Homemaker Aide to Full Time Homemaker Aide as per union contract effective November 30, 2009.Roll Call:All Ayes. Motion Carried.
Motion by Boge, Seconded by Holthaus to acknowledge the resignation of Heidi Showers effective December 4, 2009.Roll Call:All Ayes. Motion Carried.
Kerry Erts with Iowa Government Health Care Plan, Bob Lentz with Net Worth Development, and Gerry Lentz, Employee Benefit Consultant, representing Governmental Health Programs through Counties met with the Board for 2010 health insurance proposal were reviewed and discussed with no action taken at present, pending board discussion and decision.
Supervisors Boge and Andersen updated the Board regarding the Chickasaw County Tourism Coordinator position.
The Board received and filed IDNR Management Update for Rod Hinz (ID# 57706) in Section 18, of DeerfieldTownship, located at 1054 155th Street, Charles City, Iowa.
