COUNTY BOARD MINUTES

NOVEMBER 7 & 8, 2011

 

The Board convened on Monday, November 7, 2011 with all members present:  Pickar, Byrne, Holthaus, Andersen, and Zoll.  The meeting was called to order by Chairman Pickar. Mail was opened and distributed. 

 

Motion by Holthaus, Seconded by Andersen to approve agenda for November 7 & 8, 2011.  Roll Call: All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Byrne to approve board minutes of October 31 and November 1, 2011.   Roll Call:  All Ayes.  Motion Carried.

 

CPC/TCM Director Sheila Kobliska met with the Board for a departmental update.

Sheila Kobliska reviewed with the Board the Chickasaw-Mitchell Case Management FY 2011-12 monthly report and discussed the MH-DD redesign.

 

At 10:00 AM a joint meeting with the Board of Health. Present were Board of Health members Verlene Maher, Susan Soenen, and Carol Strike, County Attorney Pat Wegman, Attorney Jon Swanson.  Also present was Assistant County Attorney Mark Huegel.

 

Motion by Holthaus, Seconded by Andersen to enter into closed session according to Iowa Code Section 21.5(1) (c).  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Andersen, Seconded by Soenen to enter into closed session according to Iowa Code Section Section 21.5(1) (c).  Roll Call:  Maher, Soenen, Andersen, Strike.  Absent:

Brinkman.  Motion Carried.

 

Discussion followed.

 

Motion by Holthaus, Seconded by Zoll to exit closed session at 11:05 AM.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Soenen, Seconded by Strike to exit closed session at 11:06 AM.  Roll Call:

Maher, Soenen, Andersen, Strike.  Absent: Brinkman. Motion Carried.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; rocked LaSalle Avenue completed; entrance permits in various areas; sexual harassment training; driveway repairs in North Washington; detour signs on V-56; sign repairs in various areas; blades out; mowing blacktops, rocked 260th detour, haul road, blading; bridge repair in North Washington; white deck plank bridge repair; bridge Siims update and pictures; etc.

 

Motion by Byrne, Seconded by Andersen to adjourn the meeting at 11:55 AM.   Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, November 8, 2011 with all members present:  Pickar, Zoll, Holthaus, Andersen and Byrne.   The meeting was called to order by Chairman Pickar. Mail was opened and distributed.

 

Sheriff Marty Larsen met with the Board for an update on the K-9 department. Sheriff Larsen discussed with the Board the burial of Deputy Ringo.  Sheriff Larsen would like permission from the Board to bury Deputy Ringo at the Jail building under the flag pole alongside Deputy Barry.  Hugeback and Chenoweth will donate the stone.

 

Supervisor Andersen shared with the Board the 2010 Iowa Youth Survey.

 

County Attorney Patrick Wegman gave an update on the Price Wildlife Habitat Property.  The Iowa Department of Natural Resources (IDNR) will review the appraisal report from Kelly Appraisal Service and the County Attorney Patrick Wegman will continue to update the Board regarding the property.

 

The Board allowed claims.

 

Received and filed Veterans Affairs report for the months of September and October, 2011.

 

Motion by Andersen, Seconded by Byrne to adjourn the meeting at 10:30 A.M.  Roll Call: All Ayes. Motion Carried.
