COUNTY BOARD MINUTES

NOVEMBER 14 & 15, 2011

 

The Board convened on Monday, November 14, 2011 with all members present:  Pickar, Byrne, Holthaus, Andersen, and Zoll.  The meeting was called to order by Chairman Pickar. Mail was opened and distributed. 

 

Motion by Byrne, Seconded by Holthaus to approve agenda for November 14 & 15, 2011.  Roll Call: All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Byrne to approve board minutes of November 7 & 8, 2011.   Roll Call:  All Ayes.  Motion Carried.

 

Assessor Doug Welton met with the Board for review and approval of 2011 Family Farm Credit Applications.  Individuals are eligible to receive the credit if the appropriate designated person is actively engage in farming of an eligible tract of land during the fiscal year in which the application is filed, with the 2001 Iowa legislature having changed the filing of this credit to a one-time filing.

 

Motion by Andersen, Seconded by Holthaus  to approve and authorize chairman signature for the 2011 Family Farm Credit Applications as submitted by the County Assessor.  Roll Call:  All Ayes. Motion Carried.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; snow equipment; plows out at 6:00 AM on Wednesday; entrance permits; driveway work, safety slopes; put wings on motorgraders; blades out in various areas; spot rocking on 260th street, haul route; bridge repair in North Washington; survey work, Lidar; accident reports; union negotiations.

 

Motion by Zoll, Seconded by Byrne to approve the permit for Windstream for underground construction on Odessa Avenue from the intersection of 220th Street North to the address of 2151 Odessa Avenue.  Roll Call:  All Ayes. Motion Carried.

 

Supervisor Holthaus discussed with the County Engineer concerns regarding a road North of Alta Vista on Gilmore Avenue and South of 100th Street.  The County Engineer will investigate the concern and report to the Board at a later date.

 

The Board reviewed the 2012 Holiday Schedule.

 

Motion by Holthaus, Seconded by Zoll to approve the 2012 Holiday Schedule.

Roll Call:  All Ayes. Motion Carried.

 

Public Health and Home Care Services Administrator Kathy Babcock met with the Board to discuss new signage for the Community Services Building. Also present were: Veterans Affairs Director Dave Jacobsen, Custodian Dave Gorman and Chickasaw County Tourism Director/Coordinator Mary Schrandt-Prouty. Discussion followed.

Kathy will continue to update the Board on the signage for the Community Services Building project.

 

Board recessed at Noon and reconvened at 1:00 PM.

 

Jack Lipovac, representing HR-One Source, met with the Board for union negotiations contract with the secondary road department as per Iowa Code Section 20 and Section 17.3.  Also present were County Engineer Dusten Rolando.

 

Motion by Byrne, Seconded by Zoll to enter into exempt strategy session at 1:05 PM. Roll Call: All Ayes. Motion Carried. 

 

Discussion followed.

 

Motion by Andersen, Seconded by Holthaus to exit exempt strategy session at 2:10 PM.  Roll Call: All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Byrne to adjourn the meeting at 2:11 PM.   Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, November 15, 2011 with all members present:  Pickar, Zoll, Holthaus, Andersen and Byrne.   The meeting was called to order by Chairman Pickar. Mail was opened and distributed.

 

Board members proceeded to canvass the city elections held on November 8, 2011.  Also present were Mayor John Phyfe, Rolland Cagley and Dick Baldwin.  There was a tie vote for council member for the City of Nashua.  According to the City of Nashua ordinance under Chapter 45, the city elected not to have a runoff election or primary election and therefore under Iowa Code Section 50.44 the name is drawn by lot.  Dick Baldwin was drawn by lot by Supervisor Zoll.

 

Motion by Andersen, Seconded by Zoll to approve canvass of the city elections and authorize Commissioner of Elections to certify results to cities and record in Permanent Election Register.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Holthaus to adjourn the meeting at 11:40 A.M.  Roll Call: All Ayes. Motion Carried.
