COUNTY BOARD MINUTES

JANUARY 23 & 24, 2012

 

The Board convened on Monday, January 23, 2012 with all members present:  Pickar, Byrne, Holthaus, Andersen, and Zoll.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.  

 

Motion by Zoll, Seconded by Andersen to approve agenda for January 23 & 24, 2012.   Roll Call: All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Pickar to approve board minutes of January 16-18, 2012.   Roll Call:  All Ayes.  Motion Carried.

 

Custodian Dave Gorman met with the Board to discuss pop machines located at the jail building and the Courthouse.  Discussion followed.  It was the consensus of the Board to raise the pop price from $.50 to $.75 per can.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; one ways out on Monday; plowing Tuesday; brushing in various areas; one ways out all day Friday; motorgraders out on Friday P.M.; Saturday one ways out A.M; motorgraders out on Saturday done by 2:00 P.M.; Sunday one ways out A.M.; everything out at 5:30 A.M. this morning; MSDS sheets updates; ingress, egress Courthouse; day labor projects; sign inspection policy; stop sign resolution 110th and Stanley; T76, B57, letting Allied-Manatt”s- $1.19 million; mix sand and salt; etc.

 

County Engineer Dusten Rolando reviewed and discussed the sign maintenance policy,

 

Motion by Byrne, Seconded by Zoll to approve the Chickasaw County Sign Maintenance Policy (For Minimum Sign Retro-reflectivity Compliance as required by the Manual on Uniform Traffic Control Devices, 2009 Edition) effective January 23, 2012.  Roll Call:  All Ayes.  Motion Carried.

 

County Engineer Dusten Rolando reviewed the Resolution for stop signs at the intersection of 110th Street and Stanley Avenue.

 

Motion by Pickar, Seconded by Byrne to adopt resolution pertaining to the installation of stop signs at these intersections in Chickasaw County and authorize Chairman Signature.  Roll Call:  All Ayes. Motion Carried.  Resolution No. 01-23-12-05:  WHEREAS, it has been called to the attention of the Board of Supervisors of Chickasaw County, Iowa, the necessity of erecting and maintaining stop signs at intersections.  WHEREAS, the Board of Supervisors believes it to be in the best interest of the public to erect and maintain stop signs at designated intersections,  NOW, THEREFORE, BE IT RESOLVED, on this 23rd day of January 2012, by the Board of Supervisors of Chickasaw County, Iowa, that pursuant to statutory authority found in Sections 321.345 and 321.255 that it is hereby determined that the following designated intersection be declared a stop intersection as specified and that the County Engineer is hereby directed to erect and maintain stop signs at the following intersection on the south side and north sides of 110th Street and Stanley Avenue in Chickasaw County: 1.  Stop traffic from the south and north at the NW Corner of Sec. 29, T97N, R-11W of the 5th P.M., also known as Stanley Avenue.  /ss/ Rick Holthaus, Chairman Chickasaw County Board of Supervisors Attest: /ss/ Joan E. Public Health and Home Care Services Administrator Kathy Babcock and Assistant Director Diane Murphy met with the Board to discuss the benefits of computerized charting for the nursing department.  Also present was Data Processing Manager Doug Welton. Discussion followed.

 

Motion by Zoll, Seconded by Byrne to adjourn the meeting at 12.15 PM.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, January 24, 2012 with all members present:  Pickar, Zoll, Holthaus, Byrne, and Andersen. .  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. 

 

Chickasaw County Tourism Director/Coordinator Mary Schrandt-Prouty met with the Board for a progress report.  Mary Schrandt-Prouty and the Board will prepare a budget request letter and send it the City of New Hampton for consideration.

 

The Board received and filed IDNR Manure Management Annual Update for Northwood Creek LLC-Braniger Site (ID#657l51) Section 8 of Chickasaw Township located 1447 Stevens Avenue, Lawler, IA 52154

.

The Board received and filed IDNR Manure Management Annual Update for Seamans Farms Inc. (ID#57708) in Section 5 of Richland Township located 1751 260th Street, Ionia, IA 50645

.

The Board received and filed IDNR Manure Management Annual Update for Linden Creek-Koudelka Site (ID#66573) in Section 26 of Jacksonville Township located Pembroke Avenue, Lawler, IA 52154.

 

The Board received and filed IDNR Manure Management Annual Update for Northwood Creek LLC-Brinier Site (ID#657l51) Section 8 of Chickasaw Township located 1447 Stevens Avenue, Lawler, IA 52154

 

The Board received and filed IDNR Manure Management Annual Update for Hadwen & LouAnn Kleiss, Doug and Lisa Kleiss, Dale & Judy Kleiss (ID#60037  Section 1 of Dresden Township located 2629 270th Street, Fredericksburg, IA 50630.
