COUNTY BOARD MINUTES

 JULY 23 & 24, 2012

 

The Board convened on Monday, July 23, 2012 with all members present:   Byrne, Holthaus, Andersen, Zoll, and Pickar.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.

 

Motion by Pickar, Seconded by Andersen to approve agenda for July 23 & 24, 2012.   Roll Call: All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Pickar to approve board minutes of July 16 & 17, 2012.   Roll Call:  All Ayes.  Motion Carried.

 

Assistant County Attorney Mark Huegel met with the Board.  The County Farm Lease,

Troyna Property Lease, and when to the set the public hearing date for the Chickasaw County Flood Plan Management Ordinance amendment or revision were the topics discussed.  Also present was Land Use Administrator Jill Brincks.

 

The Board discussed whether to make the lease agreement for a period of one year or three years for the Troyna Property and County Farm.  It was the consensus of the Board to make the rental lease agreement for a period of three years.  The Board authorized Assistant County Attorney Mark Huegel to prepare a lease agreement for a period of three years for the Troyna Property and the County Farm. 

 

Assistant County Attorney Mark Huegel discussed with the Board whether to amend the Flood Plain Management Ordinance or revise the whole ordinance.  It was the consensus of the Board to amend the Flood Plain Management Ordinance.  Assistant County Attorney Mark Huegel will prepare the amendments for the Board to review at Tuesday’s meeting.  The Board deferred action on the setting the public hearing date until Tuesday’s meeting.

 

The Board reviewed the letter of support for the Learn, Explore And “Pond”er (LEAP) project at the Twin Ponds Nature Center.

 

Motion by Byrne, Seconded by Andersen to sign the letter of support for the Learn, Explore And “Pond”er (LEAP) project at the Twin Ponds Nature Center.  Roll Call:  All Ayes. Motion Carried.

 

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; work orders at various areas; driveway repair; sealing shop floor; putting together the brine maker; Division 2 contract rock; edge rutting; mowing hard surface; durapatcher at various location west half; spot rocking in various locations, spot blading in various locations; washboarding; spraying  hard surface roads; poured concrete patch south of avenue; bridge repair list, rock gradation at Boice quarry; closing out paperwork, paving project; railroad crossing in Ionia; R.O.W for Ushers bridge; bridge sign repair, fixed other signs, etc.

 

Motion by Andersen, Seconded by Byrne to approve permit for Windstream Communications to place buried cable along Gilmore Avenue south of Alta Vista.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Byrne, Seconded by Andersen to approve permit for Windstream Communications to place buried cable along 160th Street east of Ridgeway Avenue.  Roll Call:  All Ayes. Motion Carried.

 

Public Health and Home Care Services Administrator Kathy Babcock met with the Board to discuss computer service agreement and computer software program for the Public Health and Home Care Services department.  Also present was Assistant Director Diane Murphy and Data Processing Manager Doug Welton.

 

Public Health and Home Care Services Administrator Kathy Babcock reviewed the computer service agreement with Dennis Ungs.  Discussion followed.

 

Motion by Byrne, Seconded by Pickar to enter into a computer service agreement with Dennis Ungs for the Public Health and Home Care Services department as per recommendation of the Local Board of Health and Public Health and Home Care Services Administrator Kathy Babcock and this computer services agreement will be paid out of the Public Health and Home Care Services budget.  Roll Call:  All Ayes. Motion Carried.

 

Assistant Director Diane Murphy reviewed the computer software program for the Public Health and Home Care Services.  The comparisons showed the set up fees/training, first year costs and the ongoing annual maintenance fees for each computer software vendor plus the pro and cons of each vendor.

 

Public Health and Home Care Services Administrator Kathy Babcock will meet with the Board at Tuesday’s meeting for a departmental update on staffing.

 

Motion by Andersen, Seconded by Pickar to adjourn the meeting at 12:30 P. M.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, July 24, 2012 with all members present:   Byrne, Holthaus, Andersen, Zoll, and Pickar.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.  

 

Sheriff Marty Larsen met with the Board for a departmental update.

 

Public Health and Home Care Services Administrator Kathy Babcock met with the Board for a department update.  Topics included the mentoring grant in the amount of $15,000 from Families Making Connections.  This program is for children ages 5-18 who are at risk for entering the Department of Human Services (DHS) and the Juvenile Court System (JCS) to provide additional guidance.  Kathy also applied for the Tobacco grant for both Chickasaw and Floyd counties. This grant is to look at Tobacco policies within the three school districts and make revisions to the guidelines of Iowa Dept. of Public Health, to establish a student group of teens against tobacco usage in the schools for education of students in the amount of $24,144.00.

 

CPC/TCM/GA director Sheila Kobliska reviewed the amendment to the County General Assistance Ordinance.  Veterans Affairs Director Dave Jacobsen will be amending the Veterans Affairs Ordinance.    The County Attorney’s Office will review both ordinances and meet with the Board at a later date.

 

Custodian Dave Gorman met with the Board to discuss the part-time scheduled custodian position.  Supervisor Andersen and Dave Gorman interviewed the applicants and discussed the next step in the hiring process.  Dave Gorman will contact the applicant and update the Board at a later date.

 

Assistant County Attorney Mark Huegel met with the Board to review the amendment to the Flood Plain Management Ordinance.  Also present was Land Use Administrator Jill Brincks.

 

Motion by  Andersen, Seconded by Zoll to approve Resolution directing the Chickasaw County Auditor to publish Notice of Hearing on the Adoption of an Ordinance Amending Chickasaw County Ordinance No. VI-2.  Roll Call:  All Ayes. Motion Carried.  RESOLUTION NO. 07-24-12-36RESOLUTION DIRECTING THE CHICKASAW COUNTY AUDITOR TO PUBLISH NOTICE OF HEARING ON THE ADOPTION OF AN ORDINANCE AMENDING CHICKASAW COUNTY ORDINANCE NO. VI-2

            WHEREAS, the Board of Supervisors of Chickasaw County, Iowa, has determined that Chickasaw County Ordinance No. VI-2 which regulates flood hazard areas of Chickasaw County, Iowa for the purpose of protecting and preserving the rights, privileges and property of Chickasaw County and its residents and to preserve and improve the peace, safety, health, welfare and comfort and convenience of its residents is in need of an amendment  due to the adoption of new Flood Insurance Rate Map (FIRM) for Chickasaw County  and Incorporated areas, which was prepared as part of the 2012 Chickasaw County Flood Insurance Study, and WHEREAS, the Chickasaw County, Iowa Board of Supervisors has caused to be prepared and filed with the Chickasaw County Auditor, a copy of the Ordinance amending Chickasaw County Ordinance No. VI-2, and WHEREAS, a public hearing shall be set at which time and place the said Chickasaw County, Iowa Board of Supervisors will consider arguments for or against the adoption of the proposed amended Ordinance for said floodplain management ordinance in compliance with the Flood Insurance Rate Map (FIRM). NOW, THEREFORE, BE IT HEREBY RESOLVED that a public hearing thereon will be held in the Chickasaw County Board of Supervisors meeting room at the Courthouse in New Hampton, Chickasaw County, Iowa on the 13th day of August, 2012, at 11:30 a.m., at which time and place the Chickasaw County Board of Supervisors will consider arguments for or against the adoption of the proposed amended Ordinance.             BE IT FURTHER RESOLVED the Chickasaw County Auditor is hereby authorized and directed to cause to be published notice of such hearing on the time not less than four (4) days or more than twenty (20) days prior to the date herein established for hearing as provided by law.  A copy of said Notice of Public Hearing is attached hereto marked Exhibit “A”, and is incorporated herein as though set forth verbatim. Motion by Pickar, Seconded by Byrne to set the public hearing date for Monday, August 13, 2012 at 11:30 AM for the amendment to the Flood Plain Management ordinance.  Roll Call:  All Ayes.  Motion Carried.

 

Supervisor Holthaus updated the Board on the Northeast Iowa Community Action meeting.

 

The Board received and filed IDNR Annual Update for Don Kurtenbach (ID # 64997) in Section 23 of Utica Township located at 1685 Victoria Way, Lawler, IA 52154.

 

Motion by Andersen, Seconded by Pickar to adjourn the meeting at Noon.  Roll Call: All Ayes. Motion Carried.
