COUNTY BOARD MINUTES
APRIL 1, 2 & 4, 2013
The Board convened on Monday, April 1, 2013 with all members present: Holthaus, Andersen, Byrne, Geerts, and Zoll. The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. Also present was Gene Zimmer as an observer.
Motion by Andersen, Seconded by Geerts to approve agenda for April 1 & 2, & 4, 2013. Roll Call: All Ayes. Motion Carried.
Motion by Byrne, Seconded by Geerts to approve board minutes of March 25 & 26, 2013. Roll Call: All Ayes. Motion Carried.
Chickasaw County Child Abuse Prevention Council met with Board. Members present were Pastor Kevin Frey representing Trinity Lutheran Church, Jessica Cook, representing DHS, Carrie Jones, representing Child Care Resource & Referral, Todd Miller, Chickasaw County Sheriff, Reed Palo, Chickasaw County Deputy and Staci Schutte with the New Hampton Tribune. The Council is displaying a T-shirts and two banners on the courthouse grounds during the month of April.
Motion by Geerts, Seconded by Byrne to authorize Chairman Signature on the April 2013 Child Abuse Prevention Month Proclamation. Roll Call: All Ayes. Motion Carried.
Motion by Byrne, Seconded by Geerts to approve the liquor license for Plum Creek Golf Course. Roll Call: All Ayes. Motion Carried.
The County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles; maintenance of gravel roads; patching rock-patching asphalt; 5 employees to a work zone safety seminar update; stripping snow equipment, (V-plows, wings, etc) (4 one-ways still dressed with snow equipment); preparing for detour for V-64, (signs, brackets, etc); replacing faded signs from sign survey; checking roads, spot rocking; pumped water on 225th and Beaumont Avenue (culvert plugged or frozen) & opened culvert on Cheyenne Avenue; annual bridge inspection ongoing; will be patching with the Durapatcher at a later date; stolen school bus stop ahead sign west on Beaumont on 170th street (signs also stolen in Floyd Co. Midway).
Juanita Andersen met with the Board to comment on the FY 14 County Budget. Juanita Andersen handed out a FY 2012 Average Consolidated Property Tax Rates by County. The map shows the average consolidated property tax rates by county for fiscal year 2012 (July 1, 2011 through June 30, 2012). Juanita Andersen also handed out a Rural and Urban Tax rate table which shows the high, low and average consolidated property tax rates for fiscal year 2013 (July 1, 2012 through June 30, 2013. Mrs. Andersen stated that Chickasaw County has the second lowest tax rate in the state and Dickinson County has the lowest tax rate for FY 2012. Juanita Andersen also stated that there is nothing wrong with having the second lowest rate as long as you can pay the bills and not turning the county into a ghetto. Juanita Andersen also told the Board that, if a potentially controversial issue is approaching, more education is necessary.
The Board opened sealed bids for audit services provider proposals.
Hacker, Nelson & Co. PC: FY 14: $23,500 FY 15: $24,000 FY 16: $24,700
Gardiner Thomson PC: FY 14: $25,000 FY 15: $25,750 FY 16: $26,500
State Auditor: FY 14: $26,370 FY 15: $27,095 FY 16: $28,070
Motion by Andersen, Seconded by Byrne to accept Hacker, Nelson & Co. PC for audit service provider proposal and authorize Chairman signature to sign three year proposal as audit service provider for FY 14: $23,500; FY 15: $24,000 and FY 16: $24,700.
Roll Call: All Ayes. Motion Carried.
The Board recessed at 11:25 AM and reconvened at 1:00 PM.
Jack Reed with Iowa Negotiations Services, LLC met with the Board for a general discussion and an overview of Human Resources services. Jack Reed, as a full service provider, offers the following services which include: Contract Negotiations; Human Resource Consulting; Administrative Services; Grievance Processing or Complaint Resolution; Arbitration Presentation; and Employee Handbook evaluation.
Motion by Byrne, Seconded by Geerts to adjourn the meeting at 2:20 PM. Roll Call: All Ayes. Motion Carried.
The Board convened on Tuesday, April 2, 2013 with all members present: Byrne, Zoll, Holthaus, Geerts and Andersen. The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. Also present was Gene Zimmer as an observer.
Conservation Director Brian Moore met with the Board for a departmental update. Also present was Assistant County Attorney Mark Huegel and a member from the media. Items discussed were Troyna Wetlands Update, Airport Lake Shower house, and an update on replacement property using the proceeds from the sale of the Price Wildlife Habitat property. Brian Moore will contact the County Attorney regarding the replacement property using the proceeds from the sale of the Price Wildlife Habitat.
Received and filed Chickasaw County Conservation Board annual report for FY 2011-2012.
Tom Schuetz, Catherine Hughes, and Tom Hemmen with Group Services met with the board for a general discussion and an overview presentation on the Affordable Health Care and Human Resources Services. Also present was Assessor Doug Welton and County Engineer Dusten Rolando.
The Board recessed at 12:15 PM and reconvened at 1:00 PM.
Bill Peterson with ISAC met with the board for a general discussion on ISAC Group Health Insurance Plan options and the Affordable Health Care Act. Also present was Larry Throndson and Assessor Doug Welton.

On April 3, 2013 Supervisors Zoll and Holthaus attended a Upper Cedar Watershed meeting.
On April 4, 2013, Supervisors Andersen and Holthaus attended a six county meeting in Rossville. Supervisor Andersen attended a Funderís Network meeting in Decorah that afternoon and Supervisors Byrne and Holthaus attended Turkey River Watershed meeting.
