COUNTY BOARD MINUTES
MAY 27 & 28, 2013
The Courthouse and offices was closed on Monday, May 27, 2013 in observance of the Memorial Day Holiday.
The Board convened on Tuesday, May 28, 2013 with all members present: Byrne, Holthaus, Andersen, Zoll, and Geerts. The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.
Motion by Andersen, Seconded by Geerts to approve agenda for May 27 & 28, 2013. Roll Call: All Ayes. Motion Carried.
Motion by Zoll, Seconded by Andersen to approve board minutes of May 20 & 21, 2013. Roll Call: All Ayes. Motion Carried.
Data Processing Manager Doug Welton met with the Board to present bids for two new servers and five computers for the Treasurer’s office. Discussion followed. Doug Welton received two quotes for the new servers and switches. The quotes received from Tyler Technologies in the amount of $24,434.00 for two servers and switches, ACES for one service in the amount of $25,985.00, and Dennis Ungs in the amount of $10,000.00 for each server.
Motion by Byrne, Seconded by Andersen to approve the purchase of two new servers and switches from Tyler Technologies in the amount of $ 24,434.00. Roll Call: All Ayes. Motion Carried.
Doug Welton also discussed with the Board new computers for the Treasurer’s Office. The computers in the Treasurers office are 12 years old. Doug Welton received one bid from a vendor in the amount of $5000.00 for 5 computers and monitors. Doug Welton will contact the other vendor later today.
Motion by Byrne, Seconded by Geerts to authorize Doug Welton to purchase new computers for the Treasurer’s Office up to the amount requested. Roll Call: All Ayes. Motion Carried.
Bill Kyle with Northeast Regional Airport, Clapsaddle-Garber Associates Michael C. Bearden, P.E., Floyd County Zoning Official Jeff Sherman, and Assistant County Attorney Mark Huegel met with the Board to discuss the expansion of the Charles City Airport. Mr. Kyle stated that in the proposal to the FAA to classify the Charles City Airport as a Regional Airport, there is a need to follow height restrictions within a 10 mile radius form the airport runway. Within that 10 mile radius, the highest point in the Chickasaw County has been identified and the highest that any structure could be allowed is 350 feet at that highest point in the county. Mr. Kyle also indicated that about the only structures that would be as high as 350 feet would likely be cell phone/radio towers. Apparently, the cell phone/radio tower on the Ionia blacktop is 9.9 miles from the runway. Mark Huegel will contact Jeff Sherman of the Board’s decision. The Chickasaw County Planning Commission and Land Use Administrator Stacie Schutte would likely participate in the process to develop and implement a limited zoning ordinance for height restrictions only within the ten mile radius of the Northeast Iowa Regional Airport
The Assistant County Engineer John Murray met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles; maintenance of gravel roads; all flood damage repaired except on 250th west of Cheyenne; working on 250th today (open possibly on May 29th); blades out rocking/flood damage repair from the Wapsi and Little Cedar; brushing several spots on Newell and Panora from wind damage; box culvert widening on 240th and 280th; bridge on 260th poured on Friday, May 14, 2013; V-64 started pavement removal, etc.
County Attorney Pat Wegman and Assistant County Attorney Mark Huegel met with the Board to discuss the possible “Town Hall “ meeting plan. Attorney Wegman stated that the Board of Supervisors are a governmental body and are controlled by Iowa’s open meetings laws and Pat Wegman also e-mailed Chip Schwickerath the same information. Supervisor Andersen will draft an agenda for the Board’s review at the next meeting.
Assistant County Attorney Mark Huegel and Land Use Administrator Staci Schutte met with the Board to discuss the regional airport. Discussion followed. It was the consensus of the Board to direct Assistant County Attorney Mark Huegel to continue to work with Jeff Sherman, the Chickasaw County Planning Commission and Land Use Administrator Stacie Schutte to draft a zoning ordinance for height restrictions for the Northeast Iowa Regional Airport.
Motion by Andersen, Seconded by Zoll to adjourn the meeting at Noon. Roll Call: All Ayes. Motion Carried.
