COUNTY BOARD MINUTES

AUGUST 5 & 6 2013

 

The Board convened on Monday, August 5, 2013 with all the members present:  Holthaus, Andersen, Byrne, Geerts, and Zoll.      The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. 

 

Motion by Andersen, Seconded by Byrne to approve agenda for August 5 & 6, 2013.   Roll Call: All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Byrne to approve board minutes of July 29, 2013.   Roll Call:  All Ayes.  Motion Carried.

 

Sexual Assault Counselor, Whitney Hall, of River View Center Dubuque, Iowa met with the Board for an introduction and an overview of the services provided.  Whitney Hall territory includes the counties of Chickasaw, Bremer and Black Hawk.  Ms. Hall will be in the New Hampton office once or twice a week at the office located at 920 E. Main Street, New Hampton, IA.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included:  maintenance and service of vehicles; maintenance of gravel roads; entrance, ditch cleaning; FEMA documents last week; spraying for brush; edge rutting continues; sign repair in Washington and Deerfield townships; barricade bridge # 3230; bridge #0950 on Exeter Avenue completed and open; removing bridge #3230 on 100th street; bridge inspection; concrete plant calibration completed August 1st; gradation on rock from Dotzler quarry; bridge on 260th nearing completion; concrete culvert laid  on 180th east of LaSalle; etc.

 

Dusten Roland discussed with the Board a truck replacement. Mr. Rolando located a 2001 International to replace the 1999 Sterling truck.  It was the consensus of the Board to continue the process of the purchasing of the 2001 International.

 

CPC/TCM/GA Director Sheila Kobliska met with the Board to discuss the public notice for the Request for Proposal (RFP) for the Heritage Residence.  Also present was Assistant County Attorney Mark Huegel.

 

Motion by Byrne, Seconded by Geerts to approve the Request for Proposal (RFP) for the Heritage Residence to be sent out to prospective providers and to publish the public notice.   Roll Call:  All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Byrne to approve the Certification of Abstract of Taxes and Tax list for 2012 assessment collectible FY 2013-2014.  Roll Call:  All Ayes. Motion Carried.

 

County Attorney Pat Wegman and Assistant County Attorney Mark Huegel met with the Board to review the consideration of abatement of back taxes on mobile homes in Country Court Mobile Home Park.  Also present was Treasurer Sue Breitbach.  Discussion followed. 

 

The Board reviewed the public notice of rental of the Little Wapsi Wildlife Area (aka Flick Farm) rental property.  Also present was Conservation Director Brian Moore.  The Conservation Board would like to set aside approximately four acres or 5 percent for a food plot.  The Conservation Board will discuss the matter at Monday’s night meeting.

 

Motion by Geerts, Seconded by Byrne to enter into closed session at 12:15 PM to discuss possible land acquisition.  Roll Call:  All Ayes.  Motion Carried.  Also present was Conservation Director Brian Moore, County Attorney Pat Wegman and Assistant County Attorney Mark Huegel.  Discussion followed.

 

Motion by Andersen, Seconded by Geerts to exit the closed session at 12:40 PM.  Roll Call:  All Ayes. Motion Carried.

 

The Board discussed the roof at the Jail building.

 

Motion by Geerts, Seconded by Byrne to adjourn the meeting at 1:05 PM.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, August 6, 2013 with all the members present:  Byrne, Zoll, Holthaus, Geerts, and Andersen.   The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.  Also present was Gene Zimmer as an observer and a member from the media.

 

At 9:45 AM a Joint 28 E Chickasaw-Mitchell Targeted Case Management Board convened at via conference call:  Present at Chickasaw County was Supervisors: John Andersen, Tim Zoll, Jason Byrne, Steve Geerts, Rick Holthaus, Auditor Joan E. Knoll.  Present at Mitchell County were Supervisors Joel Voaklander and Stan Walk, Auditor Lowell Tesch, and CPC/TCM director Sheila Kobliska.

 

Sheila reviewed the case management contract with County Social Services.  The new reimbursement rate will be $116.88.

 

Motion by Voaklander, Seconded by Byrne to approve the contract between Case Management and County Social Services at the rate of $116.88 and authorize Chairman Signature.  Roll Call:  Chickasaw County:  All Ayes.  Mitchell County:  All Ayes.   Motion Carried.

 

Motion by Geerts, Seconded by Voaklander to adjourn the meeting at 9:50 AM.  Roll Call: Chickasaw County:  All Ayes.  Mitchell County:  All Ayes.  Motion Carried.

 

Motion by Geerts, Seconded by Zoll to publish the public notice for the rental of the Little Wapsi Wildlife Area (aka Flick Farm) property.  Roll Call:  All Ayes. Motion Carried.

 

Conservation Director Brian Moore met with the Board for a departmental update. Mr. Moore discussed Nature Center concrete bids for the north entrance.  Mr. Moore contacted two vendors and only received one bid.  Mr. Moore will contact more vendors with specs.  Brian Moore will submit to Department of Natural Resources for replacement property for the Price Wildlife property.  Brian Moore will do a study on the well at the Airport Lake to determine whether the current well can be utilized for the shower or drill a new well.

 

Sheriff Todd Miller met with the Board to discuss the resignation of a dispatcher/jailer and replacement process.  Also present was Chief Dispatcher Cathy Knutson and Chief Deputy Marty Hemann.  Sheriff Miller and Cathy Knutson will start the process  of hiring of dispatcher/jailer.

 

Motion by Andersen, Seconded by Geerts to acknowledge the resignation of Eric Garman as dispatcher/jailer effective August 5, 2013.  Roll Call:  All Ayes.  Motion Carried.

 

Sheriff Miller also discussed with the Board the part-time deputy position.  Sheriff Miller will continue to meet with City of New Hampton Attorney Kevin Kennedy and chief of police Mike Andersen to prepare an agreement to hire a part-time on call deputy. 

 

Motion by Geerts, Seconded by Zoll to adjourn the meeting at 11:33 AM.  Roll Call: All Ayes. Motion Carried.
