COUNTY BOARD MINUTES FEBRUARY 24 & 25, 2014 The Board convened on Monday, February 24, 2014 at 9:30 AM with all members present: Geerts, Byrne, Holthaus, Andersen and Zoll. The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. Also present was a member from the media. Motion by Zoll, Seconded by Andersen to approve agenda for February 24 & 25, 2014. Roll Call: All Ayes. Motion Carried. Motion by Andersen, Seconded by Byrne to approve board minutes of February 17 & 18, 2014. Roll Call: All Ayes. Motion Carried. The County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles, maintenance of gravel roads; 2017014 one ways out, motorgraders afternoon; 2-18-14 motorgraders, one ways 5:00, 5:30 all day; 2-19-14 everything out all day, blower also; 2-21-14 everything out 5:00 AM all day; 2-22-14 everything started 5:00 AM all day; 2 Oshkoshs broken down; mix salt/sand; Usher’s Bridge-east pier; APAI conference this week Motion by Byrne, Seconded by Geerts to adopt the Resolution to Support Fuel Tax Increase and authorize Chairman Signature. Roll Call: All Ayes. Motion Carried. RESOLUTION TO SUPPORT FUEL TAX INCREASE 02-24-14-07. WHEREAS, the Chickasaw County Board of Supervisors knows the importance of a high quality and properly maintained transportation systems and its impact on economic growth, public safety, recreational travel, and the agricultural sector; WHEREAS, Iowa counties rely on the Road Use Tax Fund which is funded in part by the per gallon fuel tax and which helps with the cost of building, maintaining, and repairing secondary roads and bridges; WHEREAS, according to the Governor’s Transportation 2020 Citizen Advisory Council the estimated annual shortfall for the most critical infrastructure needs is $215 million on a statewide basis; WHEREAS, counties unable to address critical road and bridge repair needs due to the shortfall have turned to bonding, tax increment financing, local option sales tax, and other alternate funding sources to provide their citizens with safe roads and bridges; WHEREAS, counties unable to address critical road and bridge repair needs due to the shortfall have resorted to downgrading or closing of secondary roads and bridges and the delaying of needed maintenance and reconstruction; WHEREAS, the per gallon fuel tax is the most equitable way to charge for the use of public roads and bridges and 20-30% of the revenue is generated from out-of-state travelers and businesses; WHEREAS, the per gallon fuel tax has not been significantly increased since 1989 while the cost of construction has increased more than two and one-half times according to the Department of Transportation’s Price Trend Index for Iowa Highway Construction; NOW THEREFORE BE IT RESOLVED, that the Chickasaw County Board of Supervisors supports a phased-in 10-cent increase in the per gallon fuel tax at minimum and the ongoing evaluation of long term, sustainable transportation funding solutions; BE IT FURTHER RESOLVED, that the Chickasaw County Board of Supervisors encourages the Iowa Legislation to pass legislation to phase in a 10-cent per gallon increase in the fuel tax at minimum and other long term, sustainable transportation funding solutions; and BE IT FURTHER RESOLVED, that the Chickasaw County Board of Supervisors urges the Governor to encourage passage of legislation that phases in a 10-cent per gallon increase in the fuel tax at minimum and other long term, sustainable transportation funding solutions and sign such legislation when presented after passage by the Iowa General Assembly. Unanimously approved by the Chickasaw County Board of Supervisors on February 24, 2014. /ss/ Rick Holthaus, Chair, Chickasaw County Board of Supervisors. Motion by Andersen, Seconded by Geerts to approve Resolution to set the compensation increase of the Chickasaw County elected officials for FY 2014-15. Roll Call: Ayes: Geerts, Andersen, Byrne, And Holthaus. Nays: Zoll. Motion Carried. RESOLUTION NO. 02-24-14-06. WHEREAS, the Chickasaw County Board of Supervisors has received the recommendations of the Chickasaw County Compensation Board which met on Thursday, December 11, 2013; and WHEREAS, the Chickasaw County Compensation Board recommended a proposed increase of five (5) percent for the Board of Supervisors-$1,216.00; Sheriff-$3,200.00; Auditor-$2,431.00; Treasurer-$2,429.00; Recorder-$2,429.00; and Attorney-$4,433.00. The Chickasaw County Board of Supervisors hereby reduces the recommended proposed increase to four (4) percent for the following elected officials Sheriff, Auditor, Treasurer, Recorder and Attorney and Two and one-half (2.5) percent for the Board of Supervisors and NOW THEREFORE BE IT RESOLVED the Board of Supervisors of Chickasaw County, Iowa hereby set the compensation increase of the Chickasaw County elected officials to be as follows: Board of Supervisors receiving $608.00; Sheriff $2,560.00; Auditor $1,945.00; Treasurer $1,944.00; Recorder $1,944.00; and Attorney $3,547.00 for the fiscal year 2014-2015. Knoll, County Auditor Motion by Byrne, Seconded by Andersen to approve Resolution for Interfund Operating Transfer. Roll Call: All Ayes. Motion Carried. RESOLUTION NO. 02-24-14-08. RESOLUTION FOR INTERFUND OPERATING TRANSFER WHEREAS, it is desired to authorize the County Auditor to periodically transfer funds from the Economic Development-GB Fund to the Chickasaw County Improvements Fund during the FY 2013-2014 budget year, and WHEREAS, said transfers must be in accordance with Section 331.432, Code of Iowa, and NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Chickasaw County, Iowa, as follows: 1. The total maximum transfers from the Economic Development-GB Fund to the Chickasaw County Improvements Fund for the fiscal year beginning July 1, 2013 shall not exceed $5000.00. 2. The amount of any transfer shall not exceed available fund balances in the transferring fund. 3. The Auditor is directed to correct her books when said operating transfers are made and notify the Treasurer of the amounts of said transfers. PASSED, APPROVED, and adopted this 24th day of February, 2014 the vote thereon being as follows: AYES: /ss/ Rick Holthaus, Chairman Board of Supervisors, Steve Geerts, Tim Zoll, John Andersen, Jason Byrne. RESOLUTION NO. 02-24-14-09. The Board convened on Tuesday, February 25, 2014 at 9:30 AM with all members present: Geerts, Zoll, Holthaus, Byrne and Andersen. The meeting was called to order by Chairman Holthaus. Mail was opened and distributed. Also present was a member from the media. Data Processing Manager Doug Welton met with the Board to present paper bids for 40 cases of paper, as follows: Office World: $1460.00 or $36.50 per case and Riley’s Inc.: $1484.40 or $37.11 per case. Motion by Geerts, Seconded by Andersen to approve the bid for the purchase of 40 cases of paper from Office World in the amount of $1460.00 or $36.50 per case. Roll Call: All Ayes. Motion Carried. The Board reviewed tourism agreement with New Horizons-Chamber. Motion by Andersen, Seconded by Byrne to approve the tourism agreement with New Horizons-Chamber as presented and authorize Chairman Signature. Roll Call: All Ayes. Motion Carried. Neil Schrader with Hacker, Nelson & Co. PC met with the Board to review and discuss the FY 2013-2014 Audit. The Board allowed claims. The Board received and filed an Annual Update for Northwood Creek, LLC (ID# 64407) in Section 14 of Paris Township located at 20526 Quail Avenue, Lawler, IA 52154. The Board received and filed an Annual Update for Willow Creek-Weber Site (ID# 66596) in Section 25 of Washington Township located at 2165 120th Street, New Hampton, IA 50659. The Board received and filed an Annual Update for Mike Link (ID# 65872) in Section 6 of Chickasaw Township located at 1989 Asherton Ave. Ionia, IA 50645. The Board received and filed an Annual Update for Tim Denner (ID# 64312) in Section 21 of Stapleton Township located at 2295 Union Avenue, Lawler, IA 52154. Motion by Andersen, Seconded by Geerts to adjourn the meeting at 12:07 PM. Roll Call: All Ayes.
