COUNTY BOARD MINUTES

SEPTEMBER 22 & 23, 2014

 

The Board convened on Monday, September 22, 2014 at 9:30 AM with the following members present: Byrne, Andersen, Geerts, and Zoll.  Absent:  Holthaus.   The meeting was called to order by Vice- Chairman Zoll.  Mail was opened and distributed.  

 

Motion by Andersen, Seconded by Geerts to approve agenda for September 22 & 23, 2014. Roll Call: All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Geerts to approve board minutes of September 15 & 16, 2014.   Roll Call:  All Ayes.  Motion Carried.

 

Ken Rasing by via phone conference met with the Board to review the master matrix for Dewdrop Farms, LLC-Weber Site.

 

Motion by Andersen, Seconded by Byrne to open the public hearing at 9:30 AM regarding the DNR Construction Permit Application and Master Matrix for the Dewdrop Farms LLC-Weber Site located in Section 25 of Washington Township.  Roll Call:  All Ayes.  Motion Carried.

 

Present for the hearing were Staci Schutte and Ken Rasing via phone conference on behalf of the County and Mark Kipp with Jerico Construction.  No written or oral comments had been received from the public.

 

Ken Rasing reviewed the master matrix and points assigned, along with site review by the DNR and affirmed a total matrix score of 480 points.  Discussion followed.

 

Motion by Geerts, Seconded by Andersen to close the public hearing at 9:40AM.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Byrne to approve the master matrix scoring and recommend the approval of the DNR Construction Permit Application for the Dewdrop Farms LLC-Weber Site as per the recommendation of Ken Rasing.  Roll Call:  All Ayes.  Motion Carried.  

 

County Engineer Dusten Rolando met with the Board to discuss road departmental activities.   Topics included:  maintenance and service of vehicles; maintenance of gravel roads; V-48 culvert work; FEMA paperwork; entrance permits in various areas; took used pick ups to Auction in Ames; placing detour signs; started night-time, sign inspection last night; blades out, gravel roads all week; edge rutting on V-18 and B-28; mowing gravels in various areas; box culvert on V-48; sealing decks, north west finished; survey work, culvert work; structural culvert inspections; check plans V-48; closing out paperwork on Usher’s Bridge; Equipment operator advertisement in paper; etc.

 

Motion by Geerts, Seconded by Byrne to  enter into a Federal-aid agreement with IDOT for project STP-S-CO-19(84)-5E-19 PCC Overlay on V-48 from US 18 to IA 24. as per the recommendation of the County Engineer.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Andersen, Seconded by Geerts to adjourn the meeting at 11:05 AM.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, September 23, 2014 at 9:30 AM with the following members present: Byrne, Andersen, Geerts, and Zoll.  Absent:  Holthaus.   The meeting was called to order by Vice- Chairman Zoll.  Mail was opened and distributed.   

 

At 9:30 AM. a Joint 28 E Chickasaw-Mitchell Targeted Case Management Board convened at via conference call:  Present at Chickasaw County were Supervisors: John Andersen, Tim Zoll, Jason Byrne, Steve Geerts, and Auditor Joan E. Knoll.  Present at Mitchell County were Supervisors Joel Voaklander, Shannon Paulus, and Stan Walk, Auditor Lowell Tesch, CPC/TCM Director Sheila Kobliska, members from the media and public.

 

Sheila Kobliska reviewed the TCM actual cost report.

 

Motion by Paulus, Seconded by Andersen to approve the Targeted Case Management (TCM) actual cost report for FY 2014 as per the recommendation of CPC/TCM Director.  Roll Call:  Chickasaw County:  All Ayes.  Mitchell County:  All Ayes.  Motion carried.

 

Motion by Walk, Seconded by Byrne to adjourn the meeting at 9:40 AM.  Roll Call: Chickasaw County:  All Ayes.  Mitchell County:  All Ayes.  Motion carried.

 

The Board discussed the FY 14 County Budget amendment.

 

Doug Welton met with the Board to review 2014 Disabled Veteran’s Homestead Tax Credit. Mr. Welton informed the Board that five of the applications had until September 2, 2014 to turn in all paperwork for consideration by the Board of Supervisors.  Also Assessor Welton recommended one Military application for disallowance.  The time for all paperwork to be turned in to the Assessor was extended by order of the Director of Revenue of Iowa.

 

Motion by Byrne, Seconded by Geerts to allow four 2014 Disabled Veterans Homestead Credit Applications and authorize Vice-Chairman Signature as recommended by the County Assessor.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Andersen, Seconded by Byrne to disallow one 2014 Disabled Veterans Homestead Credit Application (applicant did not qualify for the exemption) and authorize Vice- Chairman Signature as recommended by the County Assessor.  Roll Call:  All Ayes. Motion Carried.

 

Mr. Welton also discussed with the Board a proposed link (non county related vendor) on the Chickasaw County website. Discussion followed.  It was the consensus of the Board not to allow a non related county business on the Chickasaw County website.  Mr. Welton will notify the vendor.

 

The Board discussed the FY 14 County Budget amendment.

 

The Board allowed claims.

 

Received and filed Jacksonville Township summary statement of receipts and disbursements report for FY 2013-2014.

 

The Board received and filed a short form annual updates for Harold Lantow-Lantow Site 2 (ID # 59760) in Section 12 of Dresden Township located at 2796 260th Street, Fredericksburg, IA 50630.

 

The Board received and filed a short form annual updates for C & N Livestock Farms, LLC –Wenthold Site (ID # 66940) in Section 20 of Dresden Township located at 280th Street, Fredericksburg, IA 50630.

 

The Board received and filed a short form annual updates for Don Kurtenbach-High Point (ID # 60832) in Section 13 of New Hampton Township located at 2798 210th Street,  Lawler, IA 52154.

The Board received and filed a short form annual updates for HBA, LLC (ID # 69998) in Section 31 of Jackson Township located at 1040 343rd Avenue, Waucoma, IA 52171.

 

Received and filed Jendro Sanitation rural recycling collection report for the month of September 2014.

 

Motion by Geerts, Seconded by Andersen to adjourn the meeting at 11:42 AM.  Roll Call: All Ayes. Motion Carried.
