COUNTY BOARD MINUTES

AUGUST 10 & 11, 2015

 

The Board convened on Monday, August 10, 2015 at 9:30 AM with the following members present:  Geerts, Carolan, Holthaus, and Andersen.  Absent: Zoll.  The meeting was called to order by Chairman Holthaus.   Mail was opened and distributed.   Also present was a member from the media.

 

Motion by Andersen, Seconded by Geerts to approve agenda for August 10 & 11, 2015.   Roll Call:  Ayes:  Geerts, Andersen, Carolan and Holthaus.  Absent:  Zoll.  Motion Carried.

 

Andy Johnson, Director of the Winneshiek Energy District, presented the Board with information about the Energy District which is based in Decorah.  The Energy District promotes investment in energy efficiency and renewable energy to save money, reduce emissions and create local jobs.  The District hopes to replicate the kinds of activities and approaches used in Winneshiek County in neighboring counties in order to revitalize communities with locally led and owned clean energy transformation.  Mr. Johnson emphasized that now is a good time for consumers to have comprehensive energy audits conducted in order to benefit from federal and state tax incentives that are due to expire at the end of 2016(and disappear entirely for residential projects).  Discussion followed.

Motion by Carolan, Seconded by Andersen to approve board minutes of August 3 & 4, 2015.   Roll Call:  All Ayes.  Motion Carried.

 

The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel, Ivanhoe Avenue crossroad pipe south of 100th Street; entrance permits in various areas; V-48, shaping shoulders, done this week; ditch cleaning permits in various areas; rock resurfacing, Division 3; durapatching in various areas; motorgraders, spot blading; spot rocking, various areas, black dirt areas; 170th Street box culvert, open today; Cheyenne Avenue box culvert start today; Bassett bridge repair work, open this week; Nelson Quarry rock sample; marked out pavement markings, South Linn; design work box culvert, Alta Vista Road; utility permits, today; etc.

 

Motion by Carolan, Seconded by Andersen to approve permits for Alliant Energy to place buried and overhead construction in the county right of way along 280th St. between Vanderbilt Ave. and York Ave. as per the recommendation of the County Engineer.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Geerts, Seconded by Andersen to approve the permit for Windstream Communications to place buried cable in the county right of way along 120th  St. east of Stevens Ave. in Utica Township as per the recommendation of the County Engineer.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Carolan, Seconded by Zoll to approve permit for Hawkeye REC to place overhead power line with 2 anchors in the county right of way along Stanley Ave. and 210th St. in Stapleton Township as per the recommendation of the County Engineer.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Carolan, Seconded by Andersen to approve the permit for Hawkeye REC to place overhead power line with 1 anchor in the county right of way along 195th St. in Section 5, Stapleton Township as per the recommendation of the County Engineer.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Carolan, Seconded by Zoll to approve the permit for Windstream Iowa Communications Inc. to place electronic support equipment and buried cable for a new digital loop carrier in the county right of way along Mission Ave. south of 250th St. in Section 6, Dresden Township as per the recommendation of the County Engineer.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Geerts, Seconded by Andersen to approve the permit for Windstream Iowa Communications Inc. to replace underground cable in the county right of way near 1990 Mission Ave. in section 6, New Hampton Township as per the recommendation of the County Engineer.  Roll Call:  All Ayes. Motion Carried.

 

Motion by Carolan, Seconded by Geerts to approve the permit for Windstream Iowa Communications Inc. to place electronic support equipment and buried cable for a new digital loop carrier in the county right of way along Union Ave. north of 300th St. in Section 28, Fredericksburg Township as per the recommendation of the County Engineer.  Roll Call:  All Ayes.  Motion Carried.            

 

Custodian Dave Gorman and Clerk of Court Damian Baltes met with the Board to discuss the Courtroom Sound System.  Damian Baltes informed the Board that the sound system in the Courtroom need to be replaced (6 out of 8 microphones did not work and citizens could not hear the case).  Damian Baltes contacted Black Hawk County Court Administrator Linda Nilges and asked if the court system could fully or partially fund the project.  Linda Nilges informed Damian Baltes that the Court systems would fully fund the project and the sound system in the Courtroom should be installed by the end of the fiscal year.

 

County Attorney Pat Wegman met with the Board on litigation matters.

 

Motion by Zoll, Seconded by Carolan to enter into closed session under Iowa Code Section 21.5 (1) (c) at 11:37 AM as per recommendation of the County Attorney. Roll Call:  All Ayes.  Motion Carried.

 

Motion by Geerts, Seconded by Andersen to exit closed session at 12:11 PM.  Roll Call:  All Ayes.  Motion Carried.

 

Received and filed in the Auditorís Office Jacksonville Township Summary Statement of Receipts and Disbursement report for FY 2014-2015.

 

Motion by Geerts, Seconded by Carolan to adjourn the meeting at 12:16 PM.  Roll Call: All Ayes. Motion Carried.

 

The Board convened on Tuesday, August 11, 2015 at 9:30 AM with all members present:  Geerts, Holthaus, Carolan, Zoll, and Andersen.  The meeting was called to order by Chairman Holthaus. Mail was opened and distributed.  Also present was a member from the media.

 

Ken Rasing met with the Board to discuss the air conditioning in the computer rooms located in the basement of the Jail building. Also present was Chief Deputy Marty Hemann.  Mr. Rasing reviewed the air-conditioning specifications and the notice for the newspapers with the Board.  The Board is scheduled to open the sealed bids on Monday, September 14, 2015 at 9:30 AM.

 

Motion by Geerts, Seconded by Andersen to authorize Ken Rasing to send the advertisement to the newspapers to receive quotes for the installation of a new air conditioning unit at the Jail Building (basement).  Roll Call:  All Ayes.  Motion Carried.            

 

Assistant County Engineer John Murray met with the Board to discuss the specifications for the parking lot at the Community Services Building.

 

On July 28, 2015, there were three concrete bids for the parking lot at the Community Services Building, but all with different measurements.  The bids were tabled until more clarifications from the vendors could be made.

 

Motion by Andersen, Seconded by Carolan to reject all three concrete bids received on July 28, 2015 for the parking lot at the Community Services Building.  Roll Call:  All Ayes.  Motion Carried.

 

Motion by Carolan, Seconded by Zoll to receive concrete quotes for the parking lot at the Community Services Building on Tuesday, September 15, 2015 at 10:00 AM.  Roll Call:  All Ayes.  Motion Carried.

 

Received and filed in the Auditorís Office a MMP Short Form for Annual Updates for Chickasaw Farms, LLC (ID# 62444) in Section 22 of Dayton Township located at 2241 Jasper Avenue, New Hampton, IA 50659.

 

Received and filed in the Auditorís Office Jendro Sanitation rural recycling collection for the month of August 2015
