COUNTY BOARD MINUTES
SEPTEMBER 7, 8 & 11, 2015
The Courthouse and offices were closed-Labor Day Holiday.
The Board convened on Tuesday, September
8, 2015 at 9:30 AM with all members present: Geerts, Carolan, Holthaus, Zoll, and
Andersen. The meeting was called to
order by Chairman Holthaus. Mail was
opened and distributed. Also present
was a member from the media.
Motion by Andersen, Seconded
by Geerts to approve agenda for September 7, 8, & 11, 2015. Roll Call:
All Ayes. Motion Carried.
Motion by Zoll, Seconded by
Carolan to approve board minutes of August 31 and September 1, 2015. Roll
Call: All Ayes. Motion Carried.
Conservation Director Brian
Moore met with the Board for a departmental update. Mr. Moore informed the Board that there were
35 campers at Split Rock and 18 campers at Airport Lake during the Labor Day weekend. Mr. Moore informed the Board that the
Pheasants Forever committee would like a food plot (about 20 acres) on the
Flick Farm rental property. The
Conservation Board took this request under advisement at this time due to the
Flick Farm rental property has one more year on the lease. Mr. Moore informed the Board that the tile is
working on the Gilmore Wapsi access and the County has not received the
reimbursement from the Iowa Department of Natural Resources (IDNR) for the tile
repair. Brian Moore updated the
Conservation Board of the sale of the F150 pickup. Mr. Moore informed the Board that no action
had been taken regarding the beach moving at Split Rock Park. Mr. Moore
informed the Board that Rod Hanawalt plans to complete the tree removal project
by September
18, 2015 at Jenn Timber. Mr. Moore informed the Board that Dave
Lehmkuhl will also complete the project by September 18, 2015 at the Wapsi Junction. Mr. Moore informed the Board that the
Conservation Board took no action at this time to purchase a new mower until
the quotes are received for the additional work at the Airport Lake Shower House,
but that he is contacting vendors for quotes for a new mower. Mr. Moore informed the Board that a
prospective seller would like to discuss the sale of Wapsipinicon River bottom property to the County and there was no action
taken at this time. Mr. Moore informed
the Board that there was discussion about the history of Howard’s Woods. Mr. Moore informed the Board that the Howard’s Woods was
purchased in 1959 and was the second or third area purchased property in Chickasaw County. Mr. Moore
informed the Board that he is continuing to research Howard’s Woods
history. Mr. Moore informed the Board
that the Airport Lake Shower house opened this weekend and the dump station
also. Mr. Moore informed the Board that
the Conservation dept. will install a sign with the protocol if an alarm goes
off. Mr. Moore also informed the Board
that there will be a host camper at the Airport Lake by next summer as well as Split Rock.
The Board also discussed the
Gilmore Wapsie Farm lease aka the Troyna Property. It was the consensuses of the Board to have
the County Attorney’s Office begin the process of advertisement for the
Gilmore Wapsie Farm lease.
Support Staff Representative
Kay Clark with Henry M. Adkins & Son, Inc. introduced herself to the
Board. Ms. Clark is assisting with the New Hampton School election regarding the new voting equipment.
Chickasaw County
Tourism/Coordinator Director Jason Speltz met with the Board for a departmental
update. Also present was Teresa
Rasmussen. Mr. Speltz informed the Board
that he been busy contacting vendors throughout the County. Mr. Speltz informed the Board that he has
been working with the Northeast IA Tourism Association (NEITA) to update the
tourism booklet and the production work will begin in January when they meet
with the designers. The finished product is distributed to the locations by mid
March or April of next year. Mr. Speltz
is also working on a grant to submit to the Community Foundation regarding the
Mennonite greenhouses in Chickasaw County. There is an
intention to provide more information about the greenhouses, produce a physical
map as well as an electronic map so that tourists and others will be able to
more easily find the greenhouses. Mr. Speltz is also working with the vendors
to create specific listings of their product(s), to continue to establishing
one on one relationships with each of the tourism vendors, as well as continuing
to keep open lines of communication.
The County Engineer Dusten
Rolando met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles;
maintenance of gravel; ditch cleaning, entrances; spot spraying, cutting brush,
sign truck; closed 180th west of Ivanhoe (started box removal);
opened 120th just west of Stevens Avenue (Saude Bridge); cleaning up
yard; moving R. R. signs; blades out, mowing pavements, spot rock; box culver
repair; bridge channel X sections; Saude bridge repair, shoulders, painted
opened; material audit STP-S-L019(84) (P.C.C. Paving V-48) etc.

Zoll to adopt Resolution to revise Chickasaw County 2016 Five Year Road
Program. Roll Call: All Ayes. Motion Carried. Resolution
to Revise Chickasaw County 2016 Five Year Road Program 09-08-15-37 Resolution No. 0.1 Unforeseen circumstances have arisen
since the adoption of the approved Secondary Road Construction Program, and
previous revisions, requiring changes to the sequence, funding and timing of
the proposed work plan. The Board of
Supervisors of Chickasaw County, Iowa, in accordance with Iowa Code section
309.22, initiates and recommends modification of the following projects(s) in
the accomplishment year (State Fiscal Year 2016), for approval by the Iowa
Department of Transportation (Iowa DOT), per Iowa Code 309.23 and Iowa DOT Instructional
Memorandum 2.050. The following approved
Priority Year projects shall be ADDED to the Program’s Accomplishment year:

thru Union Avenue south of 220th Street as per the recommendation of
the County Engineer. Roll Call: All Ayes.

by Geerts to approve the permit for Windstream Iowa Communication Inc. to place
electronic support equipment and buried cable for a new digital loop carrier in
the county right of way along Gilmore Avenue north of 190th Street
and along 190th west of Gilmore Avenue and bore thru Gilmore Avenue
at the intersection of 190th Street as per the recommendation of the
County Engineer. Roll Call: All Ayes.

Carolan to approve the permit for
Windstream Iowa Communications Inc. to place electronic support equipment and
buried cable for anew digital loop carrier in the county right of way along Durham Avenue north of 230th Street and along 230th west of Durham Avenue as per the recommendation of the County Engineer. Roll
Call: All Ayes. Motion Carried.
Public Health and Home Care
Services Administrator Kathy Babcock met with the Board to discuss an Iowa
Medicaid contract (Home Care Services) for agency service area. Also present was Assistant Administrator
Diane Murphy. This contract would
include Fayette, Chickasaw, Howard, Floyd and Bremer County within a 30 mile radius of the City of New Hampton. Discussion
followed.

by Carolan to approve fireworks permit for Donald (DJ) Busta. Roll Call:
All Ayes. Motion Carried.
The Board discussed the
request from the Veterans’ Memorial Committee regarding the Courthouse
sidewalk. Also present was Custodian Dave Gorman. It was the consensus of the Board to approve
the request from the Veterans Memorial Committee to repair the sidewalk on the South
side of the Courthouse in front of the circle sidewalk and the Veterans
Memorial Committee will cover all the costs.

67964) in Section 9 of Bethel Township located at 23200 W. Avenue, Hawkeye, IA 52147.

The Board convened in special
session on Friday, September 11, 2015 to canvass
the school elections as
required by Iowa Code Section 277.20 with the following members present:
Holthaus, Geerts, Carolan. Absent: Andersen
and Zoll. The meeting was called to
order by Chairman Holthaus. Mail was
opened and distributed.
Board members proceeded to
canvass the school election held on September 8, 2015.
Motion by Geerts, Seconded by
Carolan to approve the canvass of the school election and authorize
Commissioner of Elections to certify results to school and record in Permanent
Election Register. Roll Call: Ayes:
Geerts, Carolan, and Holthaus.
Absent: Andersen and Zoll. Motion
Carried.
The Board allowed claims.
