FEBRUARY 15 & 16, 2016


The Courthouse and offices were closed on Monday, February 15, 2016 in observance of the Presidents’ Day Holiday.


The Board convened on Tuesday, February 16, 2016 at 9:30 AM with all members present:  Geerts, Carolan, Holthaus, Andersen, and Zoll.  The meeting was called to order by Chairman Andersen.   Mail was opened and distributed.  


Motion by Carolan, Seconded by Geerts to approve agenda for February 15 & 16, 2016.   Roll Call: All Ayes. Motion Carried.


Motion by Carolan, Seconded by Geerts to approve board minutes of February 8 & 9, 2016.   Roll Call:  All Ayes.  Motion Carried.


The County Engineer Dusten Rolando met with the Board to discuss road departmental activities.  Topics included:  maintenance and service of vehicles; maintenance of gravel roads; 2-8-16 one ways out at 5:00 AM. to 5:00 PM; 2-8-16 motorgraders out at 7:00 AM to 5:00 PM; 2-9-16 everything out early 5:00 AM to 5:00 PM; 2-10-16 everything out early 5:00 AM to 5:00 PM; safety meeting with Gallagher representative Chuck Goodman; mix salt & sand on Thursday; 2-12-16  four one ways out , motorgraders pushing back the snow; some repairs, snow equipment, push arms; snow blower running, Gilmore & 180th , site distance; 2-13-16 five one ways out at 5:30 AM-9:00 AM winds; 2-14-16 seven one ways out at 7:00 AM to 2:00 PM and 8:30 AM-6:30 PM; 2-15-16 everything out at 5:00 AM to 12:45 PM for trucks and 5:00 AM to 2:00 PM for motorgraders; 2-16-16 7:00 AM touchups, & treat as needed; bridge repair list; bridge reports, filed; PCC recertification update; HMA recertification update; Boyd road bridge design, continues; day labor projects; contracts sent to K-Construction, B22 box culvert; bridge lumber quotes; sign posts quotes; farm to market fund spreadsheet; budget amendment, budget & program FY 17 I.D.O.T.; etc.


Motion by Holthaus, Seconded by Carolan to approve the permit for Windstream Iowa Communications to replace buried cable in the county right of way on the west side of Gilmore Avenue from 170th Street south for approximately 2200’ as per the recommendation of the County Engineer.  Roll Call:  All Ayes.  Motion Carried.


HR consultant Paul Greufe met with the Board to discuss Human Resources Consulting Services and other Human Resources topics. Also present were Mark Huegel, Ginger Rasmussen, Staci Schutte, Dusten Rolando, and Ken Rasing. Discussion followed.  Ken Rasing, Ginger Rasmussen and Staci Schutte will send Paul Greufe the revised job descriptions for his review.


Assistant County Attorney Mark Huegel and Land Use Administrator Staci Schutte met with the Board to discuss the Northeast Iowa Regional Airport. Discussion followed.  The Land Use office and the County Attorney’s office will contact all the parties and will continue to update the Board on the progress on the project.


Received and filed in the Auditor’s Office MMP short form for annual updates for Richland Ltd L.L.C.-Richland Ltd., Finisher Farm (ID#61657) in Section 19 of Richland Township located at 1647 290th Street, Ionia, IA 50658.


Motion by Geerts, Seconded by Carolan to adjourn the meeting at Noon.  Roll Call: All Ayes. Motion Carried.


Paul Greufe with PJ Greufe & Associates met with the department heads at 1:00 PM at the Courthouse in the Board Room to discuss HR topics. Department heads in attendance included Brian Moore, Ray Armel, Mark Huegel, Bobbi Jo O’Donnell, Pat Wegman, Ken Rasing,  Dusten Rolando, Diane Murphy, Sue Breitbach, Rick Holthaus, Dan Carolan, Tim Zoll, John Andersen and Joan Knoll.
