COUNTY BOARD MINUTES MAY 30 & 31, 2016 The Courthouse and offices were closed on Monday, May 30, 2016 in observance of the Memorial Day Holiday. The Board convened on Tuesday, May 31, 2016 at 9:00 AM with the following members present: Carolan, Holthaus, and Andersen. Absent: Geerts and Zoll. The meeting was called to order by Chairman Andersen. Mail was opened and distributed. Motion by Carolan, Seconded by Holthaus to approve agenda for May 30 & 31, 2016. Roll Call: Ayes: Carolan, Holthaus and Andersen. Absent: Geerts and Zoll. Motion Carried. At 9:15 AM Supervisor Zoll was present. At 9:20 AM Supervisor Geerts was present. Motion by Holthaus, Seconded by Carolan to approve board minutes of May 23, 2016. Roll Call: All Ayes. Motion Carried. Custodian Dave Gorman met with the Board to review the four quotes to replace the Courthouse main electrical panel (Option A) and/ or Distribution box Option B. Option A Option B Stanton Electric $2,375.00 $2,135.00 Angell Electric Inc. $2,796.88 $2,614.64 Meier Electric $2,950.00 $2,565.00 New Hampton Electric $3,593.00 $3,699.00 Motion by Carolan, Seconded by Geerts to accept the bid from Stanton Electric in the amount of $2,135.00 for a distribution box (Option B) for the Courthouse. Roll Call: All Ayes. Motion Carried. Public Health and Home Care Administrator Kathy Babcock introduced Ruth Schemmel as the Home Care Manager/Assistant Administrator to the Board. The Board reviewed the county farm lease agreement –radio tower project. Also present was Chief Deputy Marty Hemann. Motion by Holthaus, Seconded by Carolan to enter into the County Farm lease agreement-radio tower project and authorize Chairman Signature. Roll Call: All Ayes. Motion Carried. The Board discussed the request from Janice Edson to use of a portion of the Courthouse grounds Iowa Prayer Caucus Network (99 County Bible Reading Marathon). The organization would like to begin their use on Thursday, June 30th at 8:00 AM, and to end their use on Sunday, July 3rd, at approximately 4:00 PM. Motion by Holthaus, Seconded by Geerts to honor the request from Janice Edson to grant permission to Iowa Prayer Caucus Network (99 County Bible Reading Marathon) to use a small portion of the Courthouse grounds from Thursday, June 30th at 8:00 AM, and to end on Sunday, July 3rd, at approximately 4:00 PM. Roll Call: All Ayes. Motion Carried. The County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles; maintenance of gravel roads; hauling patch rock, contract rock hauling; two summer employee’s started on May 23, 2016; patching V-18 cold patch; entrances, ditch cleaning, culverts; preparing V-14 for culvert replacement (sawing concrete) concrete pipe (60’ x 72”) to be delivered this week for V-14; starting to mow paved roads today; dust control permits; signing repair; preparing V-14 signing; cleaning bridge decks; erosion control under several bridges; Alta Vista road box culvert construction; future bridge replacement designs; etc. Motions by Holthaus, Seconded by Geerts to acknowledge the hiring of Evan Rausch at the rate of $11.00 per hour (3rd Year) and Althea Throndson at the rate of $9.50 per hour as summer help employees for the secondary road department and upon the recommendation of the County Engineer. Roll Call: All Ayes. Motion Carried. Motion by Holthaus, Seconded by Zoll to approve the permit for Hawkeye REC to place an anchor in the county right of way along 110th Street ¼ mile west of Hwy 63 as per the recommendation of the County Engineer. Roll Call: All Ayes. Motion Carried. Motion by Carolan, Seconded by Geerts to acknowledge the hiring of Ruth Schemmel as Home Care Manager/Assistant Administrator at the rate of $27.00 per hour effective May 26, 2016. Roll Call: All Ayes. Motion Carried. HR consultant Paul Greufe met with the Board to discuss various HR topics. Also present was County Engineer Dusten Rolando. The Board discussed the classification of employees in light of the notice of proposed rulemaking (NPRM) form the U.S. Department of Labor for full-time salaried workers (exempt and nonexempt) employees. The Board also discussed various options for longevity pay for non-bargaining employees. Motion by Carolan, Seconded by Zoll to adjust non-bargaining employees wages equivalent to their current longevity pay increase and eliminate Section 7.4 LONGEVITY from the Chickasaw County Employee Handbook effective July 1, 2016 as per the recommendation of the County’s Human Resource Consultant. Roll Call: Ayes: Carolan, Zoll, Geerts and Andersen. Nays: Holthaus. Motion Carried. The Board discussed the employee agreement for the Custodian. Motion by Carolan, Seconded by Holthaus to acknowledge that Dave Gorman has agreed to an hourly wage of $18.51 per hour for FY 17, FY18, and FY19. Any other employee benefits (health insurance, vacations, etc) and other conditions of employment are specified in the Chickasaw County Employee Handbook and it is understood that Mr. Gorman is an At Will Employee as recommended by the County’s Human Resource Consultant. Roll Call: Ayes: Carolan, Holthaus, Geerts, and Andersen. Nays: Zoll. Motion Carried. The Board also discussed the personnel changes due to the pending retirement of Ken Rasing. Supervisor Holthaus updated the Board on the County Social Services (CSS) meeting held on Wednesday, May 25, 2016. Received and filed in the Auditor’s Office MMP Short Form for Annual Updates for Aquamarinebrook, LLC-Menges Site (ID# 68473) in Section 34 of Washington Township located at 1271 Jasper Avenue, New Hampton, IA 50659.
