COUNTY BOARD MINUTES SEPTEMBER 12 & 15, 2016 The Board convened on Monday, September 12, 2016 at 9:30 AM with the following members present: Holthaus, Geerts, Carolan, and Andersen. Absent: Zoll. The meeting was called to order by Chairman Andersen. Mail was opened and distributed. Also present was a member from the media. Motion by Geerts, Seconded by Holthaus to approve the agenda for September 12 & 15, 2016. Roll Call: All Ayes. Motion Carried. The Board met with the Board of Health in a joint session. Member present from the Board of Health were Chairperson Sue Soenen, Deb Larsen, James Cook, and Supervisor Dan Carolan. Also present were Ken Rasing, Kathy Babcock, Dennis Kleve and County Attorney Pat Wegman. The BOH/BOS discussed the hiring procedures for the position of Environmental Health Director/Land Use Administrator that included setting the salary for the position, identifying an “interview/selection” team, and authorizing Paul Greufe to start the search process to fill the position. Supervisor Andersen started the discussion by indicating that the average salary for the non-elected Environmental Health position according to the ISAC Salary survey was $45,392.00 for FY 2017 as of September 11, 2016. This salary survey is updated as changes in the survey occur. Discussion followed. Motion by Holthaus, Seconded by Geerts to set the hourly wage at $21.00 per hour for a 35 hour week and review the position after the six (6) month probationary period. Roll Call: Holthaus, Geerts, Carolan and Andersen. Absent: Zoll. Motion Carried. The Boards discussed the composition of interview/selection team. Supervisor Andersen suggested that there should be two members from the Board of Health, two members from the Board of Supervisors and Ken Rasing and use HR consultant Paul Greufe as a resource. This team would bring their recommendation to the full boards and each of the Boards would make a decision. The interview/selection team would consist of Board of Health members James Cook and Sue Soenen; Board of Supervisors Rick Holthaus and John Andersen; and also Ken Rasing. The Board also discussed the advertising of the position. The Boards would like to advertise as soon as possible so the person would be able to work with Ken Rasing before he retires from the position. Motion by Carolan, Seconded by Holthaus to begin the process of advertising for the position of Environmental Health Director/Land Use Administrator. Roll Call: Carolan, Holthaus, Geerts, Andersen. Absent: Zoll. Motion Carried. James Cook met with the Board to discuss the Medical Examiner Investigator position. County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles; maintenance of gravel roads; entrance work, 110th street, flood damage; pulling rock out of ditches, floods; entrance permits in various areas; running numbers, floods, work, equipment, materials; FEMA meeting, Homeland security, Tuesday; FEMA meeting this week; sign crew closing roads, late Friday; day time sign survey started; hauling spot rock, flooded areas; approximately 23 roads closed Friday & Saturday; bridge repair on 130th street, east of Cheyenne; back to Ivanhoe bridge, somewhat, road repairs; bridge flood inspection, washouts; survey work, Cheyenne Avenue; I.D.O.T. project review, Alta Vista box culvert; R.O.W. Boyd road bridge; HIRP meeting on Thursday in Tama; etc. Conservation Director Brian Moore met with the Board for a departmental update. Brian Moore informed the Board that Charles Schulz has some options for enhancements to the Airport Lake Park. Mr. Moore informed the Board that no action has occurred with the Chickasaw Park Canoe Launch project due to the high river levels. Mr. Moore informed the Board that he obtained more measurements for the Schroeder tile easement project and plans on meeting with the County Attorney’s office to finalize the project. Mr. Moore informed the Board that Dan Schrock updated the Conservation Board on the internet/security camera project. Mr. Schrock plans on visiting the primary locations this week and meet with the Conservation Board at the next meeting. Mr. Moore informed the Board that Tom Hurd with Twin Turbines Energy of Mason City met with Conservation Board and the Conservation Board is looking at other options. Mr. Moore informed the Board that a vendor is hauling rock to the Airport Lake Park Jetties at approximately $75.00 per load (need approximately 10 to 11 loads). Mr. Moore informed the Board that the Conservation Board is taking bids for a new one ton flatbed truck. Naturalist Matt Crayne gave the Board an update on Adolph Munson Park and the Adolph Munson Park Task Force. Mr. Crayne, who is the chair of the Task Force, will continue to meet with the Task Force to continue the work. Mr. Crayne will contact the entities as the Task Force had planned to make arrangements for some of the artifacts to be removed (with permission from the Board of Supervisors) from the Adolph Munson Park and continue to update the Board. Supervisor Carolan left at 11:28 AM. Received and filed in the Auditor’s Office Jacksonville Township Summary Statement of Receipts and Disbursements for FY 2015-2016. Received and filed in the Auditor’s Office Fredericksburg Township Summary Statement of Receipts and Disbursements for FY 2015-2016. Motion by Holthaus, Seconded by Geerts to approve the board minutes of September 5 & 6, 2016. Roll Call: Ayes: Holthaus, Geerts, and Andersen. Absent: Zoll and Carolan Motion Carried. Motion by Geerts, Seconded by Holthaus to adjourn the meeting at 11:55 AM. Roll Call: Ayes: Geerts, Holthaus and Andersen. Absent: Zoll and Carolan. Motion Carried. Paul Greufe with PJ Greufe & Associates met with the department heads on Thursday, September 15, 2016 at 1:00 PM at the Courthouse in the Board Room located on the 2nd floor of the Courthouse to discuss HR topics.
