COUNTY BOARD MINUTES SEPTEMBER 26 & 27, 2016 The Board convened on Monday, September 26, 2016 at 9:31 AM with the following members present: Carolan, Zoll, and Andersen. Absent: Holthaus and Geerts. The meeting was called to order by Chairman Andersen. Mail was opened and distributed. Motion by Zoll, Seconded by Carolan to approve agenda for September 26 & 27, 2016. Roll Call: Ayes: Carolan, Zoll and Andersen. Absent: Holthaus and Geerts. Motion Carried. Supervisor Holthaus present at 9:32 AM. Also present was a member from the media. Motion by Holthaus, Seconded by Zoll to approve board minutes of September 19 & 20, 2016. Roll Call: Ayes: Holthaus, Zoll, Carolan and Andersen. Absent: Geerts. Motion Carried. Ken Rasing met with the Board to discuss the quotes for the 300 foot guyed communications (radio) tower. Also present were Dave Burger representing RC Systems and County Engineer Dusten Rolando. Mr. Burger reviewed with the Board the three quotes. Discussion followed. Motion by Holthaus, Seconded by Zoll to accept the quote from Sabre Industries (Sabre Communication Corp in Sioux City, IA) in the amount of $136,957.00 for a 300 foot guyed communication (radio) tower as per the recommendation of RC Systems. Roll Call: Ayes: Holthaus, Zoll, Carolan and Andersen. Absent: Geerts. Motion Carried. Ken Rasing met with the Board to declare Chickasaw County as a disaster area. Discussion followed. Motion by Carolan, Seconded by Holthaus to declare Chickasaw County as a disaster area (September 15th flood) and authorize Chairman Signature as presented by Emergency Management Coordinator. Roll Call: Ayes: Carolan, Holthaus, Zoll and Andersen. Absent: Geerts. Motion Carried. The County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles; maintenance of gravel roads; removing rock from ditches, flood work; closing roads, heavy rains on Wednesday night; closing roads on Thursday and Friday; opening roads on Saturday; south abutment, Ivanhoe Avenue bridge; day labor projects, survey; reviewed washouts, pictures; etc. Supervisor Geerts present at 10:50 AM. Public Health and Home Care Services Administrator Kathy Babcock met with the Board to discuss the upcoming annual flu vaccine. Motion by Carolan, Seconded by Geerts to authorize the Public Health and Home Care Services Agency to be the contract agency to administer to Chickasaw County employees the annual flu vaccine for the fall of 2016 and submit the bill to their health insurance providers. Roll Call: All Ayes. Motion Carried. Kathy Babcock also gave a departmental update. The Board opened sealed bids for the 2017 Little Wapsie Wildlife Area (aka Flick rental property). Those present included Conservation Director Brian Moore and David Leichtman. Initial bid was opened and read as follows: $201.00 per acre. Motion by Carolan, Seconded by Geerts to accept the bid of $ 201.00 per acre by David Leichtman for a five year lease. Roll Call: All Ayes. Motion Carried. Assistant County Attorney Mark Huegel met with the Board to discuss the artifacts and other items from the Adolph Munson Park. Motion by Holthaus, Seconded by Geerts to direct the County Attorney’s Office to prepare a Bill of Sale transferring artifacts and other items from Chickasaw County to the Carnegie Cultural Center as approved by the Board of Supervisors on September 20, 2016. Roll Call: All Ayes. Motion Carried. Motion by Geerts, Seconded by Holthaus to direct the County Attorney’s Office to prepare a Bill of Sale transferring artifacts and other items from Chickasaw County to the Old Bradford Pioneer Village Museum as approved by the Board of Supervisors on September 20, 2016. Roll Call: All Ayes. Motion Carried. Received and filed in the Auditor’s office MMP Short Form for Annual Updates for Went hold Site (ID# 66940) in Section 12 of Dresden Township located at 2333 280th Street, Fredericksburg, Iowa 50630. Received and filed in the Auditor’s Office MMP Short Form for Annual Updates for Harold and Karen Lantow-Lantow Site 2 in Section 12 of Dresden Township located at 2796 260th Street, Fredericksburg, IA 50630. Received and filed in the Auditor’s Office MMP Short Form for Annual Updates for Randy Burgart (ID #65016) in Section 8 of Dresden Township located at 2676 Mission Avenue, Fredericksburg, IA 50630. Received and filed in the Auditor’s Office MMP Short Form for Annual Updates for Bodensteiner Site (ID#58597) in Section 27 of Utica Township located at 1779 Vanderbilt Avenue, Lawler, IA 52154. Motion by Carolan, Seconded by Geerts to adjourn the meeting at 11:38A.M. Roll Call: All Ayes. Motion Carried. The Board convened on Tuesday, September 27, 2016 at 9:30 AM with the following members present: Geerts, Holthaus, Zoll, and Andersen. Absent: Carolan. The meeting was called to order by Chairman Andersen. Mail was opened and distributed. HR Green, Inc. representatives Greg Brennan and Iowa Department of Natural Resources Michael Smith met with the Board for an update on the landfill. Also present was Ken Rasing. Discussion followed. HR Green, Inc. will continue to monitor the landfill and is scheduled to report again after its inspection in the Spring. Motion by Geerts, Seconded by Zoll to adjourn the meeting at 11:16A. M.
