COUNTY BOARD MINUTES OCTOBER 10 & 11, 2016 The Board convened on Monday, October 10, 2016 at 9:30 AM with all the members present: Carolan, Holthaus, Andersen, Geerts, and Zoll. The meeting was called to order by Chairman Andersen. Mail was opened and distributed. Motion by Holthaus, Seconded by Geerts to approve agenda for October 10 & 11, 2016. Roll Call: All Ayes. Motion Carried. Motion by Carolan, Seconded by Zoll to approve board minutes of October 3 & 4, 2016. Roll Call: All Ayes. Motion Carried. Chief Deputy Marty Hemann and Data Processing Manager Doug Welton met with the Board to discuss the purchase of sheriff’s vehicle equipment. Discussion followed. The Board deferred taking any action until the next meeting. Mr. Hemann also discussed with the Board the quote to repair the sheriff’s vehicle. Motion by Geerts, Seconded by Holthaus to authorized the Sheriff’s department to exceed the purchasing policy limit of $2,500.00 for the repairs of a 2012 Dodge Charger vehicle in the Sheriff’s department. Roll Call: All Ayes. Motion Carried. The County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles; maintenance of gravel roads; meeting with Iowa Homeland Security; pulling up rock from ditches, paperwork from floods; Harassment training; hauling rock to numerous locations; repairing signs; opening roads, signing; BR3231, county line repair, opened Friday; moving back to Ivanhoe bridge, today; blading wash areas, rough spots; Boyd road bridge final plans submitted to I.D.O.T.; bridge review & inspections; mowing gravels; etc. 10:30 A.M. appointment with Dennis Hansen cancelled. The Board discussed the FY 2016-2017 County Budget Amendment. Discussion followed. Motion by Holthaus, Seconded by Geerts to set the public hearing for October 31, 2016 at 9:30 AM in the Boardroom for FY 2016-2017 County Budget Amendment. Roll Call: All Ayes. Motion Carried. Conservation Director Brian Moore met with the Board for a departmental update. Also present were Juanita Andersen, representing the Carnegie Cultural Center, Assistant County Attorney Mark Huegel and a member from the media. Mr. Moore informed the Board on the following topics: Purchase of new pickup: Conservation Board opened the bids and tabled until November meeting. Chickasaw Park Canoe Launch: Due to high water, no action taken at this time. Schroeder and Rowe tile easements: County Attorney’s office is working on the documents to finish the project. Internet/Security camera: Mr. Schrock met with the Conservation Board for an update on the project and preparing an estimate for the Airport Lake Park, Split Rock Park and the Twin Ponds Nature Center. Solar Power at Twin Ponds Nature Center: Mr. Hurd met with the Conservation Board and is preparing an estimate for their review. Ethan Rosonke Eagle Scout Project: Mr. Rosonke is working on the project. Beach at Split Rock Park: Rex Nolte is helping with this project and hopes to get the project completed sometime this week. Little Wapsie Wildlife Area Lease: The lease is a five year lease and is signed with David Leichtman at $201.00 per acre. FEMA: Mr. Moore will begin the paperwork after he receives it. Brian Moore gave the Board an update on Adolph Munson Park and the Adolph Munson Park Task Force. Juanita Andersen, representing the Carnegie Cultural Center, discussed with the Board artifacts and other items at the Adolph Munson Park. Also discussed were some clarifications about how the Task Force should proceed. Motion by Carolan, Seconded by Geerts to adjourn the meeting at 12:02 P.M. Roll Call: All Ayes. Motion Carried. The Board convened on Tuesday, October 12, 2016 at 9:35 AM with the following members present: Geerts, Holthaus, Zoll, and Andersen. Absent: Carolan. The meeting was called to order by Chairman Andersen. Mail was opened and distributed. Sue Breitbach, Treasurer met with the Board to review and seek approval of quarterly report of bank balances for quarter ending September 30, 2016, with discussion following. Motion by Geerts, Seconded by Holthaus to approve Treasurer’s Quarterly report of bank balances for quarter ending September 30, 2015, subject to audit. Roll Call: Ayes: Geerts, Holthaus, Zoll, and Andersen. Absent: Carolan. Motion Carried. Motion by Holthaus, Seconded by Zoll to approve quarterly reports ending September 30, 2016 for Auditor, Sheriff, and Recorder, subject to audit. Roll Call: Ayes: Geerts, Holthaus, Zoll, and Andersen. Absent: Carolan. Motion Carried. Member from the media present at 9:55 A.M. Christine Vreeman with Domestic Abuse met with the Board for a departmental update for FY 15-16. Also present were Donna Kubesh with Helping Services of Northeast Iowa Board of Directors member and Nikki Kuhn with Helping Services of Northeast Iowa Volunteer Program Coordinator. Motion by Geerts, Seconded by Holthaus to give permission to display a purple silhouette display to be located on the first floor of the Courthouse for October Domestic Abuse awareness month. Roll Call: Ayes: Geerts, Holthaus and Andersen. Absent: Carolan. Motion Carried. Received and filed in the Auditor’s Office Jendro Sanitation Rural Recycling Collection report for the month of October 2016. Motion by Geerts, Seconded by Zoll to adjourn the meeting at 10:34 A. M. Roll Call: Ayes: Geerts, Holthaus and Andersen. Absent: Carolan.
