COUNTY BOARD MINUTES MAY 1 & 4, 2017 The Board convened on Monday, May 1, 2017 at 9:00 A.M. with all the members present: Zoll, Geerts, Tilkes, Carolan, and Hackman. The meeting was called to order by Chairman Zoll. Mail was opened and distributed. Motion by Hackman, Seconded by Geerts to approve agenda for May 1, 2017. Roll Call: All Ayes. Motion Carried. Motion by Hackman, Seconded by Carolan to approve Board Minutes for April 24, 2017. Roll Call: All Ayes. Motion Carried. Motion by Geerts, Seconded by Carolan to approve liquor license for Old Bradford Pioneer Village Gift Shop. Roll Call: All Ayes. Motion Carried. Motion by Hackman, Seconded by Geerts to approve liquor license for Town & Country Club. Roll Call: All Ayes. Motion Carried. Motion by Geerts, Seconded by Carolan to approve liquor license for Bradford House. Roll Call: All Ayes. Motion Carried. Supervisors Hackman and Carolan gave the Board an update on the Medical Examiner Investigator. Dr. Brinkman opened the sealed envelope with the applications at 5:00 PM Friday, April 28, 2017 in the presence of Supervisor Hackman and Carolan. Dr. Brinkman is contacting the three applicants to verify that the applicant is qualified and the applicant is to give a copy (current license) to the Auditor’s Office before Dr. Brinkman would make a decision to appoint the Medical Examiner’s Investigators. The Board requested that the County Auditor to contact the State Examiner office to receive a copy of the current handbook. The three applicants are located in various areas of the County. Supervisor Hackman gave the Board an update on the County Social Services (CSS). Mr. Hackman talked to Janet Larsen and she told Supervisor Hackman that a representative from Floyd County is present in the office to serve Chickasaw County residents. County Attorney Pat Wegman met with the Board to discuss the Law & Emergency Management Center (LEMC) building lease agreement. Member from the media present. Mr. Wegman informed the Board that he sent an e-mail to the Board that the Landlord (Growmark, Inc.) agreed to reduce the rent for the building through December 31, 2018. The landlord is also looking into the propane bills. The County Attorney’s office will prepare a new lease agreement with a termination clause of 60 days by either party as per the recommendation of the Board of Supervisors and send to the Landlord for signature. Motion by Hackman, Seconded by Tilkes to sign a lease agreement with the Landlord (Growmark, Inc.) to rent the Law & Emergency Management Center (LEMC) building in the amount of $700.00 per month effective May 1, 2017 to December 31, 2018 and authorize Chairman Signature. Roll Call: All Ayes. Motion Carried. Assistant County Attorney Mark Huegel met with the Board to review the sample 28E agreement for General Assistance. Mr. Huegel reviewed the 28E agreement, will contact David Boss with Northeast Iowa Community Action for additional information, and prepare a 28E agreement for the Board’s review at a later date. Member from the media left at 10:35 AM. Director of Retirement Plan Services Kari Schaffer with Paradigm Benefits LLC met with the Board for Chickasaw County Iowa Deferred Compensation Plan Update. The Board recessed at 11:55 AM and reconvened at 1:00 PM. The County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles; maintenance of gravel roads; work orders in various areas; permits in various locations; Ivanhoe Court Box culvert finished up; 115th Street box culvert started; cleaned up & washed sanders to put away; sign repair as needed; road closures, signs, 115th Street; blading gravels spot blading; spot rocking in various areas; Boyd Bridge, substructure, pile driven; motorgraders quotes, comparisons; budget amendment for FY 17 scheduled May 15th, etc. Motion by Carolan, Seconded by Hackman to approve the permit for Windstream Communications to place buried cable and a fiber pedestal in the county right of way along LaSalle Avenue from 165th Street south to 1690 LaSalle Avenue as per the recommendation of the County Engineer. Roll Call: All Ayes. Motion Carried. Discussion on 190th Street. Present were Ron Brincks, Virgil Pickar, Dusten Rolando, Damian Baltes, Ryan Weigel, Mike Kobliska, Larry Bruening, Lenae Schwickerath and Adam Schwickerath. Discussion followed. Residents addressed their concerns to the Board and asked the County Engineer for options. The County Engineer will collect additional data and contact Adam Schwickerath. The County Engineer will continue to update the Board. Dave Gorman met with the Board to tour the Old Vets Building. Also present was Kathy Babcock. The Board allowed claims. Motion by Hackman, Seconded by Carolan to adjourn at 2:42 PM. Roll Call: All Ayes. Motion Carried. The Board convened on Thursday, May 4, 2017 at 8:30 A.M. with all the members present: Zoll, Geerts, Tilkes, Carolan, and Hackman. The meeting was called to order by Chairman Zoll. Mail was opened and distributed. Supervisor Hackman updated the Board on the Medical Examiners Investigator’s meeting held in the Sheriff’s Office on May 3, 2017. Also present were Assistant County Attorney Mark Huegel and Chief Deputy Reed Palo. Discussion followed. Motion by Hackman, Seconded by Carolan to acknowledge the appointment of Jeremy McGrath, Toni Friedrich and James Cook as on call Medical Examiner Investigator’s as per the recommendation of Dr. Lucas Brinkman as Chickasaw County Medical Examiner and subject to the approval of the State Medical Examiner’s Office. Roll Call: All Ayes. Motion Carried. The Board requested that the Auditor to send the appropriate documentation to the State Medical Examiner’s Office for approval. Motion by Carolan, Seconded by Tilkes to adjourn at 9:02 AM. Roll Call: All Ayes.
